- NASA Headquarters(HQ) plans to continue an existing agreement for the operation ofGlobal Emissions Inventory Activity (GEIA). GEIA is a major crosscutting activity of theInternational Geosphere-Biosphere Program. Since 1990 GEIA has been developing anddistributing inventories of global gas and aerosol emissions from natural andanthropogenic sources.GEIA provides the highest quality information on air emissionsand global exchange processes for comprehensive global assessments of past, present andfuture atmospheric chemistry, air quality and climate change. GEIAs mission coversseveral themes -New Inventories, Inter-comparisons and Evaluations, PrioritiesObservations, Databases of Driving Variables, Temporal Variations, Chemical ExchangeModels, Validation Using Observations and Global/ Regional Chemistry-transport Models.NASA Headquarters intends to continue its sponsorship with GEIAs network, news on dataand events of interest to the global community. The network includes almost 625 peoplearound the globe. There is no other organization in the industry that can provide such aunique blend of International Geosphere-Biosphere Programs. It is in the best interest of the government to continue with the current contactorbecause of duplication of cost to the Government that is not expected to be recoveredthrough competition.NASA/HQ intends to award a purchase order for continued performance of sponsorship toMiddleton Bauer Paulette; Panorama Pathways, GEIA Center. The authority is FAR 6.302-1 (b)(iii) "For DoD, NASA, and the Coast Guard, uniquesupplies or services available from only one or a limited number of sources or from onlyone or a limited number of supplies with unique capabilities.The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing, by FAX or E-Mail, to the identified point of contact not later than12:00 p.m. local time on June 20, 2008. Such capabilities/ qualifications will beevaluated solely for the purpose of determining whether or not to conduct thisprocurement on a competitive basis. A determination by the Government not to compete thisproposed effort on a full and open competition basis, based upon responses to thisnotice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
