Description
This is Modification 1 to the synopsis entitled Optical Scientific Support forSpace Debris Research, solicitation number NNJ08236795R which was posted on June 11,2008. Potential Offerors are hereby notified that the following changes are made: Theoriginal description previously posted is deleted in its entirety and replaced with thefollowing:NASA/JSC has a requirement for NASA's Orbital Debris Program Office (ODPO) to carry outits optical measurement research program on the Michigan Orbital Debris Survey Telescope(MODEST). The telescope is located at the Cerro Tololo Interamerican Observatory (CTIO)in Chile. Photometric light curves from MODEST and the ODPO optical measurementlaboratory are continually being analyzed along with the results from the spectroscopicdata to determine the material type and shape of debris.The due date for responses has not been extended.Documents related to this procurement will be available over the Internet. Thesedocuments will reside on a World Wide Web (WWW) server, which may be accessed using a WWWbrowser application. The Internet site, or URL, for the NASA/JSC Business Opportunitieshome page is http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=D&pin=73 Offerors are responsible for monitoring this site for the release of the solicitation andany amendments. Potential offerors are responsible for downloading their own copy ofthe solicitation and amendments (if any).NASA/JSC intends to purchase the required research from Boeing, LTS, Inc. Boeing, LTS has demonstrated the technical expertise and computer modeling skillsnecessary to analyze the time variable orbits of high Amperes per Meter (A/m) objects.Boeing, LTS has been NASAs liaison with the Air Force Space Command (AFSPC) to combinemetric observations from MODEST and AFSPC and to provide predictive positions needed forfuture observations of high A/m targets. NASA needs to maintain this specializedtechnical support to acquire additional observations to identify the composition andsources of the high A/m debris. Boeing, LTS personnel have strong backgrounds and expertise in obtaining and analyzingphotometric light curves of satellites and debris. Boeing's active research programs willprovide data reduction software and analyses to help interpret photometric data fromMODEST and NASA/JSC laboratory measurements of materials, which are proposed to be thesource of the high A/m debris. In particular, Boeing has been part of an experienced teamof contractors that have supported Air Force Research Laboratory (AFRL) in theacquisition and analysis of observations obtained with the Air Force Maui Optical andSupercomputing (AMOS) telescopes at the Haleakala observatory on Maui over the pastseveral years. The Government intends to acquire commercial services using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon June 25, 2008. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis.A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
