- COMBINED SYNOPSIS/SOLICITATION Picosecond Event Timing System (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number NB815040-8-40968SRG. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-25. (IV) This procurement is unrestricted and open to all sources. The associated NAICS code is 334519. The business size standard is 500 employees. (V) This combined solicitation/synopsis is for purchase of the following commercial items: CLIN 0001: Quantity One - HydraHarp 400 Mainframe (Brand Name or Equal) CLIN 0002: Quantity Two - HydraHarp 400/TDC Module (Brand Name or Equal) (VI) Description of requirements is as follows: CLIN 0001- HydraHarp 400 Mainframe (Brand Name or Equal) with the following specifications: - Picosecond event timer. - Sync module up to 150MHz, four independent synchronized timing channels. - TTTR Mode and DLL library for custom programming - Fully compatible with two HydraHarp 400 TDC Modules (Brand Name or Equal); sync channel synchronized to four independent channels CLIN 0002- HydraHarp 400 TDC Module (Brand Name or Equal) with the following specifications: - Timing jitter of 12 picoseconds rms or less. Time bin size of 1 picosecond or less. - Two channel TDC module, independent, synchronized channels - Variable delay settings for each channel and ability to accurately measure long time delays ( at least 100 seconds) between events, maintaining 1 picosecond time bin size and timing jitter of 12 picoseconds rms or less. - One ps time resolution, 65535 time bins in histogramming mode. - 80 nanoseconds or less dead time per channel, zero dead time between channels - 12.5 million counts per second or higher data throughput rate in histogramming mode; 9 million events per second or higher throughput rate in time-tagged mode - Fully compatible with HydraHarp 400 Mainframe (Brand Name or Equal), capable of measuring time delays of up to 100 seconds or longer between any of four independent, synchronized channels, with time bin size of 1 picosecond or less and timing jitter of 12 picoseconds rms or less (VII) Place of delivery is FOB Destination to NIST, Building 22, 325 Broadway, Boulder, CO 80305. (IX) FAR 52.212-1, Instructions to Offerors -- Commercial Items (Sep 2006), applies to this acquisition. Offerors are instructed to provide, in addition to a written price quote, lead time for delivery of products, and if quoting an "equal, but not brand" show the comparison specifications and qualifications for the product to perform to required specifications listed in paragraphs VI. Please also provide the shipping costs if the government fedex account #173282729 is used and what the shipping would be without the government fedex account would be. (X) FAR 52.212-2, Evaluation - Commercial Items (Jan 1999), applies to this acquisition. Offers will be evaluated based on the technical capability to meet requirements and award will be made to the firm offering the best value to the Government. (XI) The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (Nov 2006), with its quote. (XII) The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items (Feb 2007), applies to this acquisition. (XIII) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (Jun 2007) applies to this acquisition. The following clauses are also applicable to this acquisition: 52.211-6 Brand Name or Equal; 52.222 21 Prohibition of Segregated Facilities; 52.222-26 Equal Opportunity; 52.222-36 Affirmative Action for Workers with Disabilities; 52.225-3 Buy American Act-Supplies. Reference 52.232-33 Payment by Electronic Funds Transfer-Central Contractor Registration. (XIV) The Government intends to award a firm-fixed-price order resulting from this solicitation.
