- NOTE FOLLOWING UPDATES TO THIS SOLICITATION - PROPOSAL DUE DATE: 10 JULY 2008 at 2:00 PM LOCAL TIME; PAST PERFORMANCE QUESTIONNAIRE DUE DATE: 30 JUNE 2008, at 3:00 PM LOCAL TIME; SECOND SITE VISIT DATE: 18 JUNE 2008 at 1:30 PM LOCAL TIME; and POINT OF CONTACT CHANGE: FROM SHARON BOSTON TO BRIAN HAYDEN, 719-333-6674, brian.hayden@usafa.af.mil. This is a synopsis for the acquisition of Condenser CETF Phase 2 to support the United States Air Force Academy (USAFA). The contractor shall furnish all management, supervision, labor, materials, equipment, and incidentals required for modifications to the piping systems in the AeroJet condenser water pump room. The following is a brief description of the work requirements for this contract: This requirement is for a Firm Fixed Price Construction project involving substantial modifications to the piping systems in the AeroJet condenser water pump room and replacement of condenser water piping from the condenser water pump room in AeroJet Lab to the AeroJet Lab at Fairchild Hall and CETF. The project includes installation of centrifugal separators for both condenser water systems and a separate chemical treatment system for the west condenser water system. The project also includes replacement of two auxiliary condenser water pumps, installation of a plate heat exchanger, combination air/dirt separator, and an expansion tank. The proposed contract will be a firm-fixed price construction project with a base Contract Line Item Number (CLIN) and three Option CLINs. The magnitude is between $1,000,000 and $5,000,000. The solicitation information will be posted to FedBizOpps at http://www.fedbizopps.gov. The specifications, drawings, and related documents will be made available on FedTeDS, the Federal Technical Data Solution. FedTeDS is a web application integrated with the Governmentwide Point of Entry (GPE) and the Central Contractor Registration (CCR) system for distribution of information related to contract opportunities. It is designed to enhance controls on the access and distribution of solicitation requirements or other documents when controls are necessary according to agency procedures. FedTeDS is now integrated with FedBizOpps and may be accessed at http://www.fedbizopps.gov. Request for Proposal FA7000-08-R-0009 estimated issue date is on or about 14 May 2008. This solicitation will be issued electronically in accordance with FAR 4.502 and 5.102; therefore, hardcopies will not be provided. CAUTION: This solicitation will be issued electronically as will any amendments thereto. As a result, the Government is under no obligation and is in fact unable to maintain a bidder’s mailing list. It is therefore incumbent upon interested parties to periodically access the above internet address in order to obtain any amendments which may be issued. Failure to obtain any said amendments and to respond to them prior to the date and time set for receipt of proposals may render your proposal nonresponsive and result in the rejection of same. Interested parties may register for automated notifications of postings. Prospective offerors must be registered in the Central Contractor Registration (CCR) at www.ccr.gov/index.cfm. This acquisition will be solicited for competition among Service Disabled Veteran Owned Small Businesses. The primary North American Industry Classification System (NAICS) code is 237110, Water and Sewer Line and Related Structures Construction with a size standard of $31 million. Price will be a significant factor in the evaluation of offers; however, the Performance Price Tradeoff (PPT) method will be utilized to ensure the Government receives the best value.
