- This Solicitation/Award Package is issued to acquire services of developing a strategy and report on mail markets and the Green Movement in accordance with the attached Statement of Work (SOW). This solicitation describes the work to be performed, states the terms and conditions that will apply to any agreement that is awarded, and provides instructions for preparing and submitting proposals, and the evaluation criteria used for contract award determination. The proposal must contain the following: Technical Proposal-- The Technical Proposal must describe how the offeror will accomplish the requirements as detailed in the Statement of Work. The technical proposal may also include an Executive Summary that indicates the offeror’s understanding of the scope of the solicitation and that presents a brief overall introduction to the entire proposal. The Technical Proposal should address the evaluation factors outlined in the SOW. Business (Price) Proposal-- The Business Proposal should be submitted as a separate email attachment. The Price Proposal should contain a narrative description about the supplier’s pricing methodology. Along with the Technical and Price proposals, please complete the following documents: PS Form 8203 [Blocks 14; Block16; and Blocks 27 (a-c)] Provision 4-3, Representations and Certifications [Pages 5-8 of the Solicitation] Deadline for Questions: June 23, 2008, 12 Noon ET, via email only. Note: Answers will be posted on Fedbizopps no later than Thursday, June 26, 2008 @ 12 Noon. Proposal Deadline: Proposal submission, via email only, is 4:00 Noon ET, July 11, 2008. The USPS OIG will not pay expenses related to the preparation of proposals. The anticipated award date: Week of July 28, 2008. The USPS OIG reserves the right to award without discussion.
