Description

The Social Security Administration intends to negotiate on a sole-source basis under the authority of Federal Acquisition Regulations (FAR) Subpart 13.1061(b) with LexisNexis to procure an electronic subscription for American Statistics, Congressional Research and U.S. Serial Set Digital Collections. The electronic subscription includes an online database that is primarily used by agency attorneys, administrative law judges and legislative and budget analysts for researching government programs, statistical data, social security amendments, and legislative intent. Also included are Reports of Legislative Service and Congressional Research service from 1916 to presents. Period of Performance is for a fifteen (15) month period beginning July 1, 2008 through September 30, 2009. Under FAR Part 6.302-1 Only One Responsible Source and No Other Supplies or Sources Will Satisfy Agency Requirements. LexisNexis American Statistics, Congressional Research and U.S. Serial Set Digital Collections are only available from LexisNexis Academic. This requirement will be procured utilizing procedures in FAR Part 12 - Acquisition of Commercial Items, using procedures under FAR Part 13. The Government anticipates the award of a firm fixed price purchase order. This is not a request for quotations or an announcement of a forthcoming solicitation, but merely notification of the Government's intent to order this electronic subscription from LexisNexis. Requests for copies of a solicitation in response hereto will not be honored or acknowledged. A determination by the Government not to compete this proposed order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether or to conduct a competitive procurement. The Government does not intend to pay for information provided in response to this notice. Written responses shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement. Respondents should refer to 0919-08-1205.
