- PM IED Defeat/Protect Force is seeking sources in support of a market survey for the production of a developmental or non- developmental Debris Blower. The Debris Blower would be used to clear debris and other items from the roadways and sides of roadways. The attachment or platform would be integrated with Military Vehicles. Interested respondents should include information that answers the following questions in a white paper format: 1. Do you have a developmental or non-developmental Debris Blower that can be used for military vehicles that incorporates the following characteristics into the design: The ability to provide forward mounted standoff clearing of surface laid and partially buried (50% exposed) debris (e.g., dry cardboard boxes, plastic, paper and garbage bags, boxes of various sizes and shapes weighing less than 15 lbs, and deceased small animals weighing less than 15 lbs) on and alongside primary (all weather, hard surface highways) and secondary (All weather, loose surface highways) roads and trails (fair weather, loose-surface roadways). The ability to move surface laid and partially buried (50% exposed shape) debris (e.g., dry cardboard boxes, and plastic, paper and garbage bags, boxes of various sizes and shapes weighing less than 15 lbs, and deceased small animals weighing less than 15 lbs) a minimum of 15 m from the vehicle on open-flat terrain in course-grained, fine-grained or highly organic soil types covered with grassland (less than 0.5 m high) and some sparse scrub growth (less than 1 m high). Grass, shrubs, and soils shall be dry with no more than slightly damp surface moisture. Must have the ability to be capable of rotating the nozzle along a 180 degree horizontal path (90 degrees to the left and right from forward direction), and a 180 degree vertical path (90 degrees downward and upward from forward direction). The blower shall have a variable or selectable capability to adjust the velocity of air exiting the blower. The ability to allow an operator inside the host vehicle to control all functions of the blower including start/shutoff and throttle operations of power source, nozzle rotation and controls, and air velocity. The ability to be capable of turning 90 degrees left and right of the centerline during forward direction movement and, if needed, reverse direction. Must have the ability to negotiate 18-inch vertical obstacles. Shall be easy to install, operate and maintain. Must be capable of quick connect/disconnect from the front of the host platform by no more than two Soldiers (vehicle operator and one Soldier) with no special tools and use of lift assets within 30 minutes, with no lift assets and no more than the vehicle operator. Must have an emergency release for the operator inside the vehicle to disconnect the blower kit from the vehicle. Must have frangible (Frangible: readily or easily broken. Websters Ninth New Collegiate Dictionary principal copy 1983) component(s) that will disconnect the blower assembly from the vehicle during a catastrophic explosive hazards blast to prevent vehicle from rolling over. If required, shall be equipped with a camera (not repairable, but replaceable) and display (may utilize existing displays for the operator in the vehicle) to provide the operator with a means to visually check the terrain and situation directly forward of the system during the day and night. If a separate engine is required to power the blower, it shall operate on JP8 fuel. If required, shall have forward looking white headlights. Manually turn on/off, and make adjustments in near real time by no more than one (1) Soldier from inside vehicle. The sub-components shall be survivable from small arms fire. Must be capable of replacing capability sub-components after an explosive hazards blast equivalent to PMN-2 AP landmine with minimal tools by the crew. 2. What delivery schedule would you be able to sustain and at what quantity levels (ex. 40 units a month or 10 units a week; 50 units every 25 days; etc.)? 3. What is your quality control process? 4. Do you have the ability, in-house or sub-contracted, to package the units for air freight travel? Additionally if a respondent has a product or design currently in development that it feels would be appropriate for this possible effort please include additional information, including pictures if possible, to assist the Government in evaluation of the current market conditions for an item of this nature. This market survey is for information and planning purposes only, and does not constitute a Request for Proposal (RFP). It is not to be construed as a commitment by the U.S. Government. No award will be made as a result of this market survey. All information is to be submitted at no cost or obligation to the Government. The Government reserves the right to reject, in whole or in part, any private sector input as a result of this market survey. The Government is not obligated to notify respondents of the results of this survey.
