Description
The United States Postal Service is seeking qualified firms for Real Estate services in the Districts of the States of California and Hawaii. Work includes, but is not limited to: site identification, preparation of feasibility studies, market surveys, property inspection reports, leasing of alternate quarters, leasing of space currently occupied by USPS, negotiating property management issues, and leasing built-to-suite quarters. This is an Indefinite Quantity Contract for a term of two years with three one-year renewal options. Total work ordered under the subsequent contract shall not exceed $1.25 million per contract nor exceed $50,000 per work order. Evaluation of proposals shall be a two-step process, under which all price proposals shall remain unopened and safeguarded until all qualification packages have been evaluated. Where it is deemed necessary to complete the qualification evaluation process, the evaluation committee may visit offeror’s facilities for the purpose of further determinations. Notice will be given prior to any office visit. The Qualification Statement. The Qualification Statement will be evaluated by a committee. The factors for evaluation are necessarily of a subjective nature and not subject to precise interpretation. Accordingly, selection will depend to a large degree on the adequacy and completeness of information submitted in response to this solicitation. Each package will be evaluated by the committee to determine the qualifications of the offeror using the assigned subjective values. The Proposal. Once the qualification packages have been evaluated by the committee and determined to be qualified, proposals will be evaluated. Only those firms whose qualifications are determined to be most acceptable will have their proposals evaluated. Offerors are encouraged to submit their best proposals at the time of their response to the solicitation. The proposal must be submitted in a separate, sealed envelope marked “Proposal for District:____________ Name of Offeror.” Separate Proposals must be submitted for each District applying for. Proposal evaluation criteria will be evaluated after firms have been qualified under the Qualifications Evaluation. Awards will be made based on the proposals most advantageous to the Postal Service.
