- Combined Synopsis/Solicitation for White Pine Wood Shavings (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This acquisition is being conducted in accordance with FAR Subpart 13.5 test program procedures for commercial items. Simplified acquisition procedures will be followed. (ii) This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. (iii) This requirement is a small business set aside. The NAICS Code is 423990 with a small business size standard of 100 employees, or less. (iv) This combined synopsis/solicitation will result in the award of multiple Blanket Purchase Agreements (BPA’s). Due to the fluctuations in the cost of fuel and the wood shavings, the Blanket Purchase Agreement will be an unpriced BPA. BPA’s will be awarded based on the ability to meet technical requirements. The Contractor shall provide supplies under the BPA only as directed in orders. The orders will be competed amongst the multiple awardees based on price, availability of product, conformance to the quality specifications, and delivery dates and times. (v) The provisions and clauses incorporated into this solicitation document are those in effect at the time of publication. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. The full text of the Federal Acquisition Regulation (FAR) can be accessed on the Internet at http://www.arnet.gov/far/ (vi) REQUIREMENT: This requirement is for the United States Department of Agriculture (USDA) Animal and Plant Health Inspection Service (APHIS), Veterinary Services (VS), Animal Import/Export Center located at 6300 NW 36th Street in Miami, Florida 33122. The Miami Animal Import/Export Center (MAIC) has a requirement for large kiln dried pine shavings within the animal import/export center for use as bedding for its horse stalls. The stalls are located in the quarantine facility located at the USDA, APHIS, VS Animal Import/Export Center at 6300 NW 36th Street in Miami, Florida 33122. The MAIC’s highest demand for shavings are from November through May. Shavings are required year round, but demand decreases during the months of June through October. The average number of horses occupying space is approximately 2,000 per year. (vii) QUANTITIES: This requirement consists of one line item CLIN 0001 – estimated quantity of 16,000 bags of wood shavings per year, for the period from date of award up to 5 years. Pricing will be determined by individual delivery orders (viii) Each order placed shall include shipping for FOB destination, therefore, shipping of the shavings must be included in the price for all line items. (ix) DELIVERABLES: Deliverables and acceptance of wood shavings will be FOB destination USDA, APHIS, VS, Miami Animal Import Center, 6300 NW 36 Street, Miami, FL 33122. Hours of delivery are from 7:30 AM through 3:00 PM Monday through Friday excluding federal holidays. The USDA, APHIS Veterinary Services Miami Animal Import Center will be responsible supplying a forklift and for unloading the delivery of shavings. The contractor shall provide a 24 hour notice prior to delivery times Tuesday through Friday. For deliveries scheduled on a Monday, the contractor shall notify the USDA, APHIS Veterinary Services Miami Animal Import Center the prior Friday. For deliveries scheduled after a federal holiday, the contractor shall notify the USDA, APHIS Veterinary Services Miami Animal Import Center on the business day prior to the specific holiday. The contractor must provide delivery of the requested product within 84 hours after having received the Government Order. The Government is required to provide at least 96 hours notice prior to the required delivery date. (x) PACKAGING: Bales shall be of consistent weight. Bales should not weigh over 50 pounds. Shavings shall contain in its analysis both a quantity compressed state and its usable quantity fully expanded as required by law. (xi) The PERIOD OF PERFORMANCE for this contract is from date of award through 5 years. (xii) TECHNICAL SPECIFICATIONS: Product shall consist of compressed, bailed, large flake, heat dried, (below 10% moisture), low dust, white pine wood shavings manufactured from pine trees. Flakes should have a consistent size throughout each bag and in all deliveries. Acceptable flake size is 1 inch wide by 1 1/2 inch long and 1/64 inch thick (1”x1.5”x1/64”). Product should be sterilized in a process of 800 to 900 degrees. Consistency of bags will be evaluated on percentage of consistent flake sizes conforming to the 1 inch wide by 1 1/2 inch long by 1/64 inch thick standard. It shall be compressed packaged specifically designed for horse bedding. Spread rate of each bag should be approximately 12 cubic feet. Other spread rates may be acceptable, but may require more than one sample to be submitted during the evaluation process. Product shall not consist of smaller sized shavings, nor shall it contain wet shavings. Product shall have a minimum amount of fines commonly recognized as finely crushed or powdered material or very small particles in the mixture of various sizes. Bags will be void of sawdust or any foreign material. Bags of shavings shall be consistent regarding all specifications over the course of contract. The MAIC specifically requires large flake pine shavings because smaller substitute products create allergic reactions to the horses quarantined within the facility. Smaller sized shavings have clog facility drainage pipes. In addition, dust contained in some shavings bypass the HVAC filters. This causes the accumulated dust to collect in the duct system as well as registers and MAIC ceilings. Because of these problems, the MAIC will not deviate from its request from the interested vendor for shavings samples or its requirement for discussions between the vendor and the MAIC. Alternate products or materials are not acceptable. The government is not required to evaluate alternate product substitutions. Oak or other wood containing tannic acid is not acceptable. Vendors will be required to submit samples of their product and must agree to deliver the same product throughout the contract. The sample size is considered to be one bag of the vendors product which will cover approximately 12 cubic feet and represents the same product that will be delivered. Each Vendors product will be evaluated for technical acceptability as described in the Technical Specifications (xii) above. (xiii) The provision at 52.212-1 Instructions to Offerors - Commercial applies to this solicitation. (xiv) The provision at 52.212-2 Evaluation - Commercial Items applies to this solicitation. Award(s) will be made to offerors who conform to the specifications listed above. The Government intends to evaluate offers and award without discussion, however, the Government reserves the right to conduct discussions later if determined necessary by the Contracting Officer. (xv) The provision 52.212-3 Offeror Representations and Certifications - Commercial Items applies to this solicitation. The contractor shall either complete the on-line Offeror Representations and Certifications or return a completed copy of the Offeror Representations and Certifications with their quotation. If an offeror’s quote does not contain all of the items listed above, the quote may be considered incomplete for evaluation purposes and no further consideration will be given to the offerors quote, thereby making an offeror ineligible for award.
