- NAVAIR Contracts (AIR-2.5.1.6.3), Fleet Readiness Center (FRC) East, Cherry Point, NC intends to issue a Request for Proposal (RFP) for Telecommunications Operations and Maintenance Support Services for the FRC-East, Cherry Point, North Carolina. FRC-East is a Department of Defense Aviation Repair Facility located on Marine Corps Air Station, Cherry Point, North Carolina, adjacent to the town of Havelock, North Carolina. FRC-East provides telecommunications support for approximately 4,000 customers in the FRC-East complex and its outlying areas. Outlying areas are within a 10 mile radius of the FRC-East complex. The work performed under this contract will augment the existing government workforce. The FRC-East Telecommunications Systems consist of a Nortel Meridian Option 81C digital telephone switch, a Nortel Fiber Remote Intelligent Peripheral Equipment (FRIPE) module and three Nortel Option 11 Private Branch Exchange’s (PBX’s) telecommunications telephone switches. Telecommunications, as identified herein, includes telecommunications systems support for the basic system identified above, as well as support for Call Pilot VM, Motorola Zetron Paging System, administrative support services and other services (identified as outside plant support) that includes installation of analog and digital phones, Category 5 (Cat5) data cabling, special circuit requirements such as; energy monitoring, camera switching and clocking system. The contractor shall provide telecommunication technician support that focuses on the functional operation of FRIPE, PBX and Cat5 data cabling, systems and equipment and how those systems are designed, configured, programmed and engineered for digital and analog service on the hardware and software systems and components; and data communications technicians support that focuses on voice communications systems and related infrastructure. Both functional areas shall include the installation; testing, modification, repair, maintenance, and day-to-day technical support of new and existing telephone systems, voice network equipment, telephone switch room equipment, outside cable plant and related telecommunications cabling and wiring infrastructure required to support the tasking identified in the PWS. The contractor will be provided use of government vehicles to use while performing fieldwork. Government vehicles consist of FRC-East taxi and electric carts. Bicycles are also available. The contractor will not require access to government classified data nor generate classified information during the performance of this contract. A site visit is not planned for this requirement. A sources sought relating to this requirement was posted at FedBizOpps on 23 May 2008 under reference N6592308PR0078. This requirement will be a 100% small business set-aside. The applicable North American Industry Classification System (NAICS) code is 517110 with a size standard of 1500 employees. The proposed contract type is Firm Fixed Price (FFP), single award with FFP Contract Line Item Numbers (CLINs) for Labor. The planned performance period will include a base period of 12 months with 4 optional performance periods of 12 months each. Anticipated start date is 14 October 2008. The complete solicitation will be released on or about 9 July 2008 and will be posted at the Naval Air Systems Command (NAVAIR) home page at http://www.navair.navy.mil/doing_business/open_solicitations/ with proposals due approximately thirty (30) days thereafter.
