Description

The Uniformed Services University of the Health Sciences (USU), located in Bethesda, MD on the National Naval Medical Campus, intends to negotiate on a sole source basis with GE Healthcare, 800 Centennial Ave., Piscataway, NJ 08855, for the AKTAEXPLORER10S w/Frac-950 & Desktop (13470601). This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR 13.106-(b) (1) The North American Industry Classification System Code is 541711. Statutory authority: 13.106-(b) (1) (b) Soliciting from a single source. (1) For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, or industrial mobilization). USU requires a chromatography system with tunable wavelengths. This feature is necessary in order to produce extremely pure proteins, which is a requirement in the research of structure analysis being conducted. The AKTAEXPLORER10S has three tunable wavelengths. Each wavelength can detect a different type of molecule, increasing the purity. In addition to the tunable wavelength the AKTAEXPLORER10S has additional features contributing to the purification of biomolecular samples (Air sensors to prevent air bubbles, pressure sensor to monitor sample loading pressures, two-pump gradient system with dynamic mixing) In addition, the controller on the AKTAEXPLORER10S accepts seven input signals, which increases the ability to monitor solutions. AKTAEXPLORER10S system is the only chromatography system which meets the requirements. GE Healthcare is the manufacturer and sole source supplier of the AKTAEXPLORER10S system. This is the only source known to USU which can meet the requirements. This is not a request for quotes and a solicitation package will not be issued. A determination by the government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
