- The Maintenance and Logistics Command, Pacific, Vessels Division intends to contract with Patriot Contracting Services, LLC to review the existing planning documents prepared during the initial layup of the USCGC POLAR STAR, review the current condition of the cutter and the lay-up actions taken (relative to earlier plans), prepare a baseline lay-up plan, a recurring maintenance plan, and a baseline reactivation plan for only the hull, mechanical and electrical systems. Cost estimates shall be included for annual maintenance requirements ranging from one to ten years. Plans shall include required resources (dollars and USCG and/or commercial manpower), and shall address any changes to the baseline reactivation plan. After extensive market research, the Coast Guard has concluded that Patriot Contracting Services, LLC is the only firm with the resident capability to perform this work. Notwithstanding Patriot's capability, alternate sources may request the opportunity to present bids. In order to do so, such alternate sources must no later than 6/27/08, and to the satisfaction of the contracting officer: (1) demonstrate the ability to perform at least 51% of the entire effort with in-house resources and expertise, and (2) demonstrate that it has successfully accomplished nearly identical efforts on ships managed by any of the following: U.S. Navy, U.S. Coast Guard, NOAA, Army Corps of Engineers, or Military Sealift Command.
