- This notice is a combined synopsis/solicitation, Notice of Intent. The Government intends to negotiate on a sole source basis with Hitachi High Technologies America, Inc., for a Hitachi Server and Software Upgrade, in accordance with the format in Subpart 12.6, in conjunction with FAR 13.5, as applicable, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are not being requested and a written solicitation will not be issued. The solicitation number is issued as a Notice of Intent (NOI-RML-8021). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26 dated 6/12/08. This acquisition will be processed under FAR Part 12 - Acquisition of Commercial Items and is not a Small Business Set-Aside. The North American Industry Classification Systems (NAICS) code for this procurement is 811219 and the size standard is $6.5. The National Institute of Allergy and Infectious Diseases (NIAID), Rocky Mountain Laboratories (RML), has been charged with the responsibility to aide and support fellow NIAID investigators in their research to better understand and treat infectious and immunologic diseases. RML has state-of-the-art equipment and technologies to perform large, high-throughput experiments via collaborative efforts with NIAID researchers. The RML has a need to migrate/upgrade the existing RML Hitachi Quartz PCI image archival software currently in use on four Hitachi electron microscopes, and to assist with transfer of stored data to a new server. The software upgrade includes enhanced features allowing improved user efficiency. The database system currently manages imaging data produced from 100+ RML and Bethesda researchers. The upgrade from the current software version and transfer to a new server will meet the current and near future needs of the RML, and NIAID. SCHEDULE: Migrate and upgrade RML's current Quartz PCI database to V7.0 and transfer of existing database to new server. The contractor shall provide training, service, and support for this database and its applications. The contractor shall keep all RML-derived data secure and shall not release or maintain any of the data beyond this contract effort. If internet or network connectivity is needed in order to perform the work, or transfer deliverables, contractor computers will be secure and in compliance with RML IT security procedures and policies. Should the contractors need internet access while on-site for the installation, it will need to be coordinated with an RML staff member and a government computer. FOB Point shall be Destination, Hamilton, MT. Delivery location is Rocky Mountain Laboratories, 903 S. 4th Street, Hamilton, MT. By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall have posted their FAR 52.212-3 Offerors Representations and Certifications Commercial Items at website http://orca.bpn.gov. Award will be based on the capability of the item offered to meet the above stated salient characteristics, delivery, price, past performance, warranty, and the best value to the government.
