- VA intends to award an Architect/Engineer contract for preparation of a feasibility study for a boiler plant Project 528A7-08-744 at the VA Medical Center, Syracuse, NY. The Scope of services include the following: The purpose of this study is to research and analyze the technical and financial possibilities of constructing and operating a new boiler plant and/or co-generation plant to provide reliable steam at reduced cost to the VA hospital facility and also consider the possible benefits of a joint effort with Crouse Hospital. Consultant is to review the real property issues, both owned and potential; consider the plant and distribution system construction, installation, and maintenance; fuel supply and storage; real property issues; projected operating costs; and calculate payback for each selected option. Consultant will be provided: historic and projected consumption/load data for VA and Crouse Hospital; site plan; a list of known options; including scheme to demolish Building 2, expand the chiller plant, and add boilers & administrative space. Cogeneration and energy storage should also be considered. Provide several potential scenarios citing advantages and disadvantages of each. After presentation to the VA, direction will be given to narrow the options, and then the consultant will provide more detail and calculate pay back for the remaining options. Plant must meet all VA requirements including stringent safety requirements, redundancy, fail safes, boiler operator on premises 24/7, and fuel storage. (I.e. on site fuel storage for 7 winter days; emergency electrical power; dual distribution; 100% boiler redundancy; etc. see VA website) Short-List Criteria to select the firms for interview will be based on specialized experience and technical competence, specific experience and qualifications of proposed personnel and consultants along with record of working together as a team, past performance for VA work, geographic location of the firm, success in energy efficiency, and the inclusion of small business consultants. Special consideration in the evaluation and selection process will be given to Service-Disabled Veteran-Owned Small Businesses and Veteran-Owned Small Businesses. Final ranking of interviewed firms will be based on the team proposed for this project, the proposed management plan, previous experience of the team, geographic location of the firm, proposed design approach, project control, estimating effectiveness, sustainable design, miscellaneous experience & capabilities, awards, insurance and litigation. The area of consideration is restricted to firms with offices and key personnel to be assigned to the designs located within a 75 mile radius of the Syracuse VA Medical Center. Appropriate data for this project must be submitted to the Contracting Officer on Standard Form 330 no later than July 14, 2008. FIVE COPIES OF EACH (along with any supplemental information) ARE REQUIRED. Submission should emphasize experience on similar studies, the personnel to be assigned to this project, and specific VA experience. NAICS 541330 applies.
