Description
Questions and Answers for clarifying the SOW. 1.Will resurfacing require the contractor to emplace Aircraft anchors and grounding points? At this time, it is not anticipated that resurfacing will be done in tie-down areas. If that changes, then CLIN BG for misc will have to be utilized for work that does not fit an existing CLIN. 2.Will soils that are exposed/excavated require testing? Concerned sites include the POL Bldg and the Fueling area? At this point, it is not anticipated that the excavation line item will be utilized. If excavation is necessary, contractor will be required, as is the case anywhere on Post, to have someone capable to monitor the excavation for obvious contamination. Should contamination be observed, the protocol is for excavation to be suspended, and 911 to be contacted. How we proceed from there will depend upon the levels found and direction given by environmental div. We will not be testing exposed/excavated material that does not present a contamination hazard. 3.Repaving of the runway, the width to be paved will not include the runway lights? Repaving will be just that, replacing paving to the existing lines and grades. With the exception of the two concrete aprons at the ends of the runway, no lights currently exist in the pavement structure. 4.Can the contractors get scope for each sub-job? This is an IDIQ type contract. The tasks are not yet defined, pending knowledge of CLIN valuation. Specific work will come as task orders, following award. 5.If the concrete pads and both ends of the runway are to be redone; will the lights be reinstalled in those pads? The lights in the end aprons will be part of any upgrade of those aprons. The method of strengthening those aprons has not yet been determined. 6.How much and when will each Sub-CLIN be required? Usage will be based upon task orders awarded and funds available. The government tried to be somewhat realistic in developing the estimated quantities but these are not guaranteed. 7.Will escalation factors be incorporated into the contract and how will that impact evaluation of the bids? Since the performance period is for only one year, no escalation factors are anticipated. KO might evaluate on possibility of escalation for work that is not completed this season, should costs escalate uncontrollably.
