- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using simplified acquisition procedures under the test program for commercial items found at FAR 13.5, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation shall be posted on both FEDBIZOPPS and NECO (http://www.neco.navy.mil/). The RFQ number is N00244-08-T-0333. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-26 and DFARS Change Notice 20080513. It is the contractors responsibility to be familiar with the applicable clauses and provisions. The NAICS code is 334515 and the Small Business Standard is 500 employees. The Fleet and Industrial Supply Center, San Diego, Seal Beach division, intends to negotiate on a sole source basis with King Nutronics, Woodland Hills CA for replacement parts for test equipment. The authority for this sole source action is USC 2304 (c) 1, as implement by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy the Agencys requirement. King Nutronics is the manufacturer and possess all the drawings, data, and engineering to manufacture the replacement parts and establish consistency of equipment configuration. A determination not to compete this requirement is within the discretion of Government. This notice is for information only. It is not a request for proposals or a solicitation of offers. CLIN 0001-P/N 3666-254-1 Coil Assy, 6EA; CLIN 0002 P/N 3666-264-1, Transducer 3 EA; CLIN 0003-P/N 3682-10-1 Transducer, 3 EA; CLIN 0004 P/N 3682-10-3 Transducer, 3EA; CLIN 0005 3682-11-1 Transducer, 10EA; CLIN 0006-P/N 3689-116-1 Transducer, 5EA; CLIN 0007- P/N 3689-102-17 Relief Valve, 8 EA; CLIN 0008-P/N 741 Amplifier, 10 EA; CLIN 0009-P/N 904-3 Pack Vent Valve, 7EA. Items shall be shipped FOB Destination. Place of delivery is Seal Beach, CA. All prospective offerors are cautioned that in the event the Government is unable to determine price reasonableness based on the offers received and market analysis, the Government will not issue a contract. This decision is solely the decision and the right of the Government. All efforts performed and all cost expended by prospective offerors in providing information requested by the solicitation are not subject to reimbursement by the Government. The proposed contract action is for commercial supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501 (a) (1) (ii). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received within 5 days after date of publication of this synopsis. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources may submit a quote, which shall be considered by the agency. Award Criteria: Award will be made upon price reasonableness determination, contractor determination of responsibility within the meaning of FAR Part 9, and acceptance to the provisions set forth herein.
