- The NETCOM/9th Army Signal Command has a requirement for nonpersonal services for local telephone exchange services at Knoxville, TN Military Entrance Processing Station (MEPS) activity, HQs US MEPCOM, 9745 Parkside Drive, Knoxville, TN Solicitation W91RUS-08-T-0057 will be issued as a commercial, Firm Fixed Price (FFP) type contract with a base performance period of one year (12 months) and will include four, one-year option periods. The local exchange services provider, certified by the state of Tennessee, shall provide local commercial communications service Knoxville, TN MEPS including, as a minimum but not limited to, local access for commercial 13 each subscriber lines, digital access trunks, directory number and number portability. This solicitation is unrestricted; offers from all responsible sources will be considered. Sources responding to this solicitation shall all proposal requirements are met and shall include with their proposals Representation and Certifications (FAR Clause 52.212-3). Contractors who are registered in the Business Partner Network (http://www.bpn.gov) and have an up-to-date Online Representation and Certifications Application (ORCA) in the BPN will not have to complete clause at 52.212-3. A statement affirming the firms updated ORCA information will be accepted. It is incumbent upon the offeror to insure that all information contained in the ORCA is up-to-date and complete. Offerors not in the ORCA shall complete FAR clause at 52.212-3 and submit as part of their proposal. All offerors shall ensure Dun and Bradstreet (DUNS) number and CAGE code is clearly cited on proposals and the firm is registered in Central Contractors Registration (CCR) database. The SIC for this acquisition is 4813; the NAICS is 517110. Solicitation is anticipated to be released on or about 20 May 2008. The solicitation can be viewed and downloaded from the Army Single Face to Industry (ASFI) Acquisition Business Website on or about 18 Jun 08.
