- The NASA Glenn Research Center plans to issue a solicitation for acost-reimbursable, Indefinite Delivery/Indefinite Quantity contract for the definition,design, fabrication, assembly, integration, test and operation of a broad array of spaceflight projects that interface with a wide range of carriers. Glenn Research Center hasan extensive portfolio of space flight programs and projects that support the agencysExploration Systems, Science and Space Operations Mission Directorates. They includeunique International Space Station (ISS) flight investigations in combustion science,fluid physics, materials science and accelerometry; instrument packages and power,propulsion and sensor subsystems for earth science, lunar exploration and other spacescience missions aboard spacecraft and airborne science platforms; advanced technologydevelopment of exercise countermeasures equipment, medical devices and biosensors forlong duration space missions; ground-based research investigations in analog environmentfacilities in support of exercise countermeasures development; computational modeling ofadvanced technologies, physiological systems and probabilistic risk assessment; advancedtechnology development and demonstrations in the areas of power, in-space propulsion,space communications systems and subsystems, lunar surface and in-situ resourceapplications, spacecraft fire safety, and energy storage and distribution; and ISS, Aresand Orion systems and subsystems. The contract will be referred to as "SpaceDOC," or the Spaceflight systems Developmentand Operations Contract. Under the SpaceDOC, Task Orders will be issued for specificprojects. SpaceDOC is anticipated to have a minimum value of $7 million, a maximum valueof about $94 million, and a maximum 5-year ordering period. The ordering period willinitially consist of a 3-year base period, and there will be two one-year options toextend the ordering period up to the 5-year maximum. A single award is anticipated.The Government does not intend to acquire a commercial item using FAR Part 12.See Note26.This procurement is a total small business set-aside. See Note 1.The NAICS Code and Size Standard are 541712 and 1000 employees, respectively. All responsible sources may submit an offer which shall be considered by the agency.The anticipated release date of a draft Request For Proposals (RFP) is on or about June24, 2008 with an anticipated comments due date of about July 10. The subsequent finalRFP is anticipated to be issued on or about July 18 with an anticipated offer due date ofAugust 18.An ombudsman has been appointed -- See NASA Specific Note "B".The solicitation and any documents related to this procurement will be available over theInternet. These documents will reside on a World Wide Web (WWW) server, which may beaccessed using a WWW browser application.
