Description
This is a notice to issue a contract (basic with four (4) options) to acquire engineering services for the 542d Combat Sustainment Group's (CBSG's) simulator network (SIMNET) and software testing support of the CBSG's system integration laboratories (SILs). The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source, Amherst Systems, Inc. CAGE 1L4J7, under authority of FAR 6.302-1. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 45 days after the publication of this synopsis will be considered by the government. The solicitation will be available upon request by contacting Capt Clarence Burton via email at clarence.burton@robins.af.mil or 478-926-2759. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a future competitive procurement. The SIMNET is a network of Electronic Combat (EC) environment simulators to be used in testing software upgrades to EC systems in the laboratory. SIMNET simulators provide the test stimulus to multiple EC systems distributed throughout the SILs in the Electronic Warfare Avionics Integration Support Facility (EWAISF) at Robins AFB, Georgia. The purpose of this engineering services support contract is to maintain the SIMNET's current operational capabilities, integrate additional simulators into the SIMNET and provide test stimulus, troubleshooting, and software block cycle support during normal and emergency reprogramming operations. On-site engineering services will improve the operational availability and reliability of the SIMNET which will enable the 542d CBSG to continue providing a superior sustainment capability for the various weapons systems it supports. The support required by this task will consist of Test equipment maintenance support (supplies, spares, etc.), software test operations support, threat library/database maintenance and management support, and program and data management support. Estimated award date for this acquisition is 20 Sep 08.
