- NAICS Code: 334516 The U.S. EPA located in RTP, NC intends to negotiate on a sole source basis under the authority of FAR 13.106-1 (b) with Entech Instruments, Inc. for a Preconcentrator including Installation and training. This procurement relates to the EPA's National Homeland SecurityResearch Center's (NHSRC) indoor/outdoor systematic decontamination program. In order to address the needs of the NHSRC, EPA is procuring one (1) commercially available concentrator. In order to meet the needs of NHSRC's research programs, the system must be able to sample from a chamber as well as storage devices such as sorbent tubes and canisters. The system must be able to deliver the sample to various chromatographs and detectors for analysis. Communication between the concentrator and analytical systems is essential. Also the system must have the capability to datalog information so that sample amounts and conditions can be determined from system measurements not just operator observations. The system must have the following specifications: "Must be able to collect samples from sources that are both pressurized and under vacuum to 7.5 psia."Must have a user friendly interface for programming and operation control"Must have delailed, data logging/reporting/trending in a format that can be incorporated into readily available softward such MS Excel.."Must be listed and labeled by a third party listing agency approved by the North Carolina Building Code Council (NCBCC)"Must be able to have various size and composition traps for wide range of sampling targets "Must be able to sample directly from chambers"Must be able to sample from previously stored sorbent tubes and canisters."Must be able to sample without cryogen if target compounds do not require crogenic temperatures."Must be able to sample from more than one port into a single sample so that an internal standard can be introduced into the sample. Installation, Calibration, and Testing The contractor shall provide on-site support at the US EPA for the initial set-up and ensure the initial calibration and demonstration testing of the system at their facility prior to acceptance of the system. This notice is not a request for quotations. EPA source research indicates Entech Corporation is the only known contractor with the appropriate level of technical requirements to provide this system. However, any firm believing itself capable of meeting this EPA requirement may submit technical documentation to established the potential of providing this system. Any such documentation must be submitted within 10 days of electronic posting of this notice (before Jul 3, 2008 5:00 PM EST). A determination not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
