Description
The Defense Threat Reduction Agency (DTRA) intends to negotiate and award a sole source contract to University of California, Santa Barbara, Office of Research to develop a predictive capability for the Source Term in atmospheric dissemination calculations for predicting ground effects from ballistic missile delivered bulk chemical release events. The scope includes weapons that function as intended as well as intercepted missiles, and Newtonian as well as thickened liquids. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This requirement will result in a Cost contract. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties have fifteen (15) days from the date of publication of this Synopsis, to submit in writing, to the identified point of contact, clear and convincing evidence of their qualifications and/or capabilities. Such qualifications and/or capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after fifteen (15) days, or without the required information, will be considered non-responsive to this synopsis and will not be considered. A determination by the Government not to conduct this effort as a full-and-open competitive procurement, based upon responses to this notice, is solely within the Government’s discretion. All inquiries must be submitted in writing to the email address, facsimile number, or mailing address stated herein and to the attention of Mr. Sampson Jones, Contract Specialist. Responses to this notice must be received by close of business, July 02, 2008. Responses must include your business name, point of contact, address and telephone number with area code. Telephone requests or inquiries will not be accepted. Requests may be emailed to sampson.jones@dtra.mil. If no responses are received, an award will be made to University of California, Santa Barbara, Office of Research.
