Description
The United States Environmental Protection Agency (EPA) Region 3, Philadelphia has a requirement for the repair and rehabilitation of a communications support vehicle that is outfitted with a variety of communications devices, including, but not limited to: satellite equipment; uhf and vhf repeaters; cross patch communication unit; and a telephone system. This is a self contained, self supported vehicle with a 20 kW onboard generator, HVAC system, inside and outside lighting and is mounted on a 4x4 chassis. The following is a summary (not all inclusive) of the work to be completed: remove existing HVAC and install roof mounted unit; upgrade electrical system; add extra battery bank; cabinetry and trim work; install EPA provided computer system; repair/complete installation of repeaters; install HF radio; upgrade satellite system (MotoSat); troubleshoot boom camera (Pelco) and recording system; install light pole; starter repair; and add fuel capacity. The is a 100% set aside for small business concerns (See FedBizOpps Numbered Notes #1). NAICS code 811118 applies. The Government anticipates award of a fixed price contract. FAR Part 12 will apply to this solicitation. Award will be made on a best value basis. Site visit information will be included in the solicitation. It is anticipated that the Request for Proposal (RFP) will be posted approximately two (2) weeks after this advertisement appears in FBO. The closing date is anticipated to be approximately thirty (30) days after the solicitation is issued. Interested sources are responsible for monitoring FBO for any further information regarding this solicitation.
