- The project consists essentially of, but is not limited to, the following: Work to consist of converting a segment of Feeder 13 overhead electrical distribution system to an underground distribution. Unless indicated otherwise, Contractor shall assume that the associated buildings served by the existing electrical service (Feeder #13) will be in use throughout construction. This project will require extensive work scheduling, planning, and coordination to minimize system and facility outages. Associated work involves the following areas/disciplines: Cutting and Patching, Environmental Controls, Quality Control, Site Clearing, Earthwork, Underground Ducts and Utility Structures, Hot-mix Asphalt Paving, Portland Concrete Cement Pavement, Topsoil and Seeding, Cast-In-Place Concrete, Topsoil and Seeding, Removal and Disposal of PCBs, Basic Electrical Materials and Methods, Grounding and Bonding, Apparatus Inspection and Testing, Low Voltage Copper Wire and Cable, Shielded Medium Voltage Cables, Medium Voltage Transformers, Precast Manholes, Vaults and Pads, Medium Voltage Switchgear (15KV) and Medium Voltage Sectionalizing Enclosures. McChord AFB has an exclusionary period from 01 November through 01 April, during which exterior site restoration work is not permitted. Contractor will be allowed to work during this period; however no exterior site restoration will be permitted. Contractor shall phase work such that any site restoration activities required (e.g. asphalt patching, seeding, etc) occur outside the exclusionary period. The North American Industry Classification System (NAICS) code is 237130. The approximate issue date will be 9 July 2008 with an approximate response date of 8 August 2008. The solicitation is a Request for Proposal and will be issued on an unrestricted basis. All firms must be registered with the Contractor Registration (CCR) http://www.ccr.gov in order to be eligible for award. The solicitation will result in a Firm-Fixed Price Contract. Estimated contract performance period is 360 calendar days. All responsible offers will be considered by the agency. The project magnitude is between $1,000,000 and $5,000,000. The entire solicitation, including the specifications, will be made available only on the Federal Business Opportunities (FBO) Web Site at http://www.fedbizopps.gov. The solicitation can be accessed by following the links on the FBO website to: USAF Offices, Air Mobility Command, 62 CONS. Paper copies will not be available. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents. All prospective offerors interested in submitting a proposal on this solicitation must have a commercial and government entity code (CAGE Code). Telephone and fax requests will not be honored. Failure to obtain a DUNS number, register in the CCR, and register with ORCA may result in the delay of award of a contract or possible award to the next otherwise successful offeror who is registered in the CCR and/or ORCA at the time of award. NOTICE TO OFFERORS; FUNDS ARE NOT PRESENTLY AVAILABLE FOR THIS PROJECT. NO AWARD WILL BE MADE UNDER THIS SOLICITATION UNTIL FUNDS ARE AVAILABLE. THE GOVERNMENT RESERVES THE RIGHT TO CANCEL THIS SOLICITATION/RFP EITHER BEFORE OR AFTER THE BID OPENING/RFP CLOSING DATE.
