- PRE-SOLICITATION NOTICE Description: The Louis Stokes Cleveland Department of Veterans Affairs Medical Center (LSCDVAMC), 10701 East Boulevard, Cleveland, Ohio, 44106 anticipates soliciting sources and subsequently awarding a contract for the Design Build project known as "Parking Garage Expansion." This expansion will consist of a Four (4) story addition on the west side of the existing Parking Garage. This expansion will be required to accommodate a minimum of 360 vehicles, of which a minimum of 24 of these are required to be ADA compliant. Remaining parking spaces shall be a minimum of 10'-0" wide by 18'-0" deep. This addition will be required to accommodate all vertical stair circulation required by all applicable building codes and a minimum of 2 elevators. The Structure of the new addition and the vertical circulation will be required to accommodate a future Two (2) story expansions. The Parking Garage Expansion will also require coordination with multiple construction projects in the planning stages, including a future bridge to the Enhanced Use Lease Bridge, and the Lab/ Warehouse Addition. Design and materials of the expansion shall match those on the existing parking garage constructed in 1999. The contractor will use existing, government property, plans and specifications of the existing parking garage to expedite the design process and to save costs. The contractor shall furnish all labor, materials, supplies, and travel, to perform work under this project. The work will include but not be limited to architectural and engineering design services, general construction, alterations, mechanical, plumbing, fire protection, electrical work, utility systems, necessary removal of existing structures, construction, and certain other items. The location of the work will be at the above stated address. The solicitation will be issued as a "Request for Proposal" conducted in accordance with FAR Parts 15, 19, and 36 and be evaluated in accordance with the procedures therein. The solicitation will be a 100% set-aside for SERVICE DISABLED VETERAN OWNED SMALL BUSINESS as described in government-wide numbered note # 29. The solicitation will be issued on or about July 1st, 2008 as a request for proposal and proposals will be due on July 31st, 2008 at 10:00AM EST, in Building 3, 1st Floor, Room B145B, 10,000 Brecksville Road, Brecksville, Ohio 44141. There will be no public bid opening. The Government intends to award a firm-fixed-price contract. The period of performance shall be 540 days from the Notice to Proceed issue date. This notice is not a request for competitive offers. Magnitude of Construction is expected to be between $5,000,000 and $10,000,000. After solicitation issuance, contractors may view and/or download this solicitation and all amendments at the Federal Business Opportunities (FBO) website.
