- THIS IS A NOTICE OF PROPOSED CONTRACT ACTION (NOPCA). THIS IS NOT A SOLICITATION OR A REQUEST FOR PROPOSAL. This is a notice of intent to negotiate and award a purchase order on a sole source basis to BAE Systems, Sensor Systems (S2), 450 Pulaski Road, Greenlawn, New York 11740. The Cryptologic Systems Group (CPSG) requires a Firm Fixed Price (FFP) purchase order for NSN: 6135-01-550-6279, P/N: 0N706743, NOUN: Battery Assembly. The Government intends to procure under the statutory authority 10 U.S.C. 2304(c)(1), set forth in Federal Acquisition Regulation. BAE Systems is the only NSA approved source that can satisfy the Government's requirement. This notice is for information and planning purposes only and does not commit the Government to any contractual agreement. The Government does not intend to award a contract based on responses to this notice nor otherwise pay forpreparing any information sent in response to this notice. Proprietary information, if any should be marked. All interested parties must submit a letter of interest by 28 Jun 2008, no later than 3:00 p.m. CST to the Contract Specialists, patricia.bocock.ctr@lackland.af.mil and Racelle.jensen@lackland.af.mil. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. The decision to issue a competitive solicitation is solely at the discretion of the CPSG Contracting Officer. Numbered Note 22 applies.
