- GENERAL INFORMATION The purpose of this sources sought synopsis is to gain knowledge of potential qualified sources and their size classification (HUBZone, 8(a), small, small disadvantaged, service-disabled veteran-owned small business, woman-owned, or large business) relative to North American Industrial Classification System (NAICS) code 541712, Research and Development in the Physical, Engineering, and Life Sciences (size standard of 1,000 employees). PROSPECTIVE OFFERORS MUST HAVE THE CAPABILITY TO PERFORM ALL AREAS OF THE SCOPE OF WORK (SOW). Capability statements submitted in response to this notice and the associated evaluations do NOT replace the in-depth evaluation of a firm or teams ability to perform; that evaluation will be part of the formal source selection process. The contractors will be expected to provide modeling and simulation support for the mission and functions of the US Army Space and Missile Defense Command, Huntsville and Other Government Agencies related to air, space, and/or missile defense. The Warfighter Modeling, Simulation, Analysis and Integration Support (WMSA&IC) effort will be multi-faceted, providing the Army, other services, and DoD an advanced capability for modeling, simulation, analysis and integration of space and missile defense issues and other advanced defense technologies. This acquisition may result in multiple awards with identical SOWs and quantity of Direct Productive Person-Hours (DPPHs). The government intends to award IDIQ contract(s) with a contract line item (CLIN) for fixed loaded labor rates and a cost-reimbursement CLIN for other direct costs (ODCs) such as materials and travel. At this time it is unclear of the extent of anticipated small and small disadvantaged business participation. In the event that a small business set-aside award is contemplated, then: 1) Small businesses may team together (or even affiliate) and be eligible for award of a set-aside contract, PROVIDING THAT EACH TEAM MEMBER MEETS THE NAICS CODE SMALL BUSINESS SIZE STANDARD; 2) a small business team prime must demonstrate the ability to perform at least 50% of the effort with its personnel (not including small business subcontractors) unless it is a SDVO or HUBZone contractor; and 3) a small business team prime may subcontract to large businesses for up to 50% of the effort. The Government does not intend to limit either the number or types of teaming arrangements (created by the affiliation of small businesses to form a prime) entered into by the potential offerors (i.e., any given contractor could propose as a prime contractor as well as participate as a subcontractor on one or more other proposing teams). In accordance with applicable federal acquisition regulation guidance, companies normally form a contractor team arrangement before submitting an offer. However, subject to when the arrangement occurs in the acquisition process and responsible contracting officer approval, if needed, vendors may enter into an arrangement later in the acquisition process, to include after contract award. Contracted effort requires that all contractor employees possess at a minimum a Security Clearance Classification of Secret, with some requirements for both Top Secret and Top Secret-Special Compartmentalized Information (TS-SCI). Some contracted effort may require secret storage. This acquisition is not open to participation by foreign firms at either the prime or subcontract level. In order to be considered for award, contractor employees must possess (or be able to possess) at a minimum a Security Clearance Classification of Secret, with some requirements for both Top Secret and Top Secret-Special Compartmentalized Information (TS-SCI). Some contracted effort may require secret storage. CAPABILITY REQUIREMENTS: The capability statements shall include ONLY demonstrated and documented abilities of the contractor or contractor team addressing the following requirements: (1) the breadth and depth of technical and management expertise to successfully: a. Define, develop, maintain, operate and/or document results from statistical, stochastic and deterministic computer analysis tools for quantitative and qualitative modeling of DoD space and missile defense systems and other advanced technologies. b. Model and integrate existing, emerging and conceptual DoD space and missile defense systems and other advanced defense technologies. c. Integrate mission-critical computer resources, hardware elements, and hardware and software interfaces for existing and emerging DoD space and missile defense systems other advanced defense technologies; d. Develop intelligent software which facilitates the translation and transfer of information between systems of different classifications; e. Provide for hardware and software interfacing and integration of multiple source real-time intelligence data in the decision aiding systems to include cross domain solution technologies; f. Conduct data collection exercises, experiments, and demonstrations, and analysis for creation of data sets describing operator activity under prescribed conditions for appropriate defense systems and simulations; g. Provide investigative, qualitative and quantitative (IQ&Q) analysis of emerging space technologies that may lead to new warfighter capabilities. h. Develop plans, designs, software, and technology concepts for the development, testing, and standards compliance of simulation architectures, including run-time infrastructures and confederations of existing defense systems; i. Develop architectures and domain specific integration frameworks for battlefield awareness, including the relationships between intelligence processes, command and control, and logistics; and j. Develop software technology that assists in the automation of time-critical planning and execution of military operations, to demonstrate advanced distributed agent architectures, which have the potential to revolutionize planning, execution, monitoring, and re-planning of force deployment, logistics, and operational support. (2) the capability to quickly ramp up qualified and trained personnel at the onset of the contract, (3) the capability to administer and manage an indefinite delivery/indefinite quantity, task order contract with numerous subcontractors (estimated $400M - $475M over 5-7 years), (4) capability to perform realistic cost and schedule projections for complex technical and integration efforts, (5) a contract management structure that allows for an integrated organization accountable for total performance responsibility, and (6) an understanding of Army, DoD, and Government Agencies with whom USASMDC interfaces. RESPONSE REQUIREMENTS: The capability statements are due no later than 30 days from the date of this synopsis. A cover letter must be provided with your submission and must include, as a minimum, identification of the proposed prime contractor and/or Joint Venture; all team members; identify any small business team members by their status (Small Business; 8(a); woman-owned; service disabled veteran owned (SDVO); SDB, and/or HUBZone); and any other subcontractors. Capability statements should document that the contractor or contractor team has the demonstrated ability to perform the entire task; including relevant past performance on same/similar work; integrated management of multiple tasks/multiple subcontractors; and a system to support OCONUS efforts, including deployments to hazardous areas. The government reserves the right to verify any information provided in the statement. Any pertinent customer contact information shall be made available upon request. Firms that can meet requirements set forth above are requested to provide a statement (not to exceed twenty (20) 8 1/2 x 11 pages, excluding cover page and index, font size not smaller than Times New Roman 10 - No pictures, charts or graphs shall be included except on the cover page or index page.) of capabilities and information demonstrating management and technical experience on similar acquisitions. This synopsis is for information and planning purposes only, does not constitute an IFB or RFP, and is not to be construed as a commitment by the Government, nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. No solicitation exists at this time; therefore, do not request a copy of the solicitation.
