Description
AMENDMENT 02 AMENDS THE ORIGINAL NOTICE BY CONFIRMING ANY RESULTANT SOLICITATION AND/OR CONTRACT AWARD WILL BE A SMALL BUSINESS SET-ASIDE; BY CHANGING THE CLOSING DATE FOR THIS RFI NOTICE TO 3 JUL 08; BY INCORPORATING A REQUEST FOR CAPABILITY PACKAGES; AND, BY PROVIDING THE GOVERNMENT'S RESPONSE TO INDUSTRY'S QUESTIONS (SEE ATCH 3). This notice is subject to FAR 52.215-3. This is a Request for Information (RFI), and combined Sources Sought Synopsis. a- The Government does not intend to award a contract on the basis of this request or to otherwise pay for the information solicited. b- Although ‘proposal' and ‘contractor' are used in this RFI, your response will be treated as information only. It shall not be used as a proposal. All responsible businesses, including small businesses, are encouraged to respond to this RFI. HOWEVER, IT IS THE GOVERNMENT'S INTENTION THAT SHOULD A SOLICITATION AND/OR CONTRACT AWARD RESULT, IT WILL BE A SMALL BUSINESS SET-ASIDE. This synopsis is for planning purposes only and neither constitutes a Request for Proposal (RFP), nor does it restrict the Government to an ultimate acquisition approach. This synopsis should not be construed as a commitment by the Government for any purpose. This RFI seeks industry comments AND CAPABILITY PACKAGES to assist the Government in locating potential sources with the ability to provide strategic communications support services. The government requires information to support a requirement for a comprehensive strategic communications plan. Specifically, the Air Force Office of Small Business Programs (SAF/SB) requires a comprehensive strategic communications plan that presents the strategic vision, mission and goals of SAF/SB to Air Force personnel and industry. The plan must promote the President’s Small Business Management Agenda, the Secretary of the Air Force’s Strategic Plan and the Air Force Small Business Strategic Plan. Strategies are required that will help ensure the AF reaches the 23% small business goal. The contractor will be required to furnish services to provide a strategic communications approach for SAF/SB that includes determining appropriate selection of outreach events to maximize exposure across all levels of the Air Force and business community. The approach needs to incorporate multiple media venues such as a website, publications and branding of the Air Force Small Business image; Conference support services will also be required. Businesses operating in the following North American Industry Classification System (NAICS) code of 541820 Public Relations Agencies with a size standard of $6.5M (potential sources should state their size status for the NAICS code) are encouraged to submit capability packages that demonstrate the ability to provide the services described herein. Contractors are requested to provide the contract number and point of contact for current or past contracts for same or similar services. Note that this is not a request for quotes or proposal. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. It is anticipated a contract may be awarded with a Base Year plus one Option Year period of performance. All packages must be electronically received by 3:00 P.M. EST 3 JULY 2008, to lynne.hanson@bolling.af.mil. Only written inquiries will be accepted with regard to this notice. Telephone inquiries will not be accepted.
