Description
The 10th Mission Support Group, Directorate of Contracting, United States Air Force Academy Colorado, has a requirement for preventative maintenance and repair services in support of six anesthesia machines ( 4 - NARKOMED 6000 and 2 - FABIUS TIRO) and 4 integrated patient monitors (IPM for NM 6000 Series). The manufacturer is Draeger Medical. USAFA's requirement consists of the following: Scheduled service to include preventative maintenance four times per year on a quarterly basis, repair parts (excluding parts that are structural and cosmetic within the equipment, consumable parts and expendable items), labor, travel, and software upgrades installed, periodic manufacture certification, repairs on the equipment, and report summarizing service work performed; Unscheduled service: includes all repair labor, travel and parts to perform equipment repairs on the above mentioned equipment, and report summarizing service work performed. Service shall be provided by a trained Biomed/Service provider and all parts used must be OEM certified. This contract will be for a base plus two option years. The North America Industry Classification System Code [NAICS] is 811219 and the size standard is $6.5M. Any company believing they can provide ALL services and meet ALL requirements as stated above must submit their technical data (2 pages or less) to support their capability no later than 3 July 2008. This synopsis is a Request for Information only and does not constitute a solicitation for bids or proposals. The information provided will be used to determine whether other companies besides the manufacturer can provide the services needed resulting in a competitive acquisition, or whether Draeger Medical is the sole provider. The Government does not intend to pay for any information provided under this synopsis. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
