Description
` The Acquisition Center posted a sources sought notice seeking potential sources that could meet Deep Speak Program requirements and performances metrics. This noticed was posted on 29 April 2008 until 23 May 2008, for a period of time of approximately 25 days. As a result of this effort a number of sources responded to this sources sought notice. A performance work statement was provide to each new source requesting Deep Speak requirement documentation. The DARPA Program Manager and his SETA specialists researched for technical expertise and experience related to these new potential sources to the technologies needed in the Deep Speak Program to meet the performance requirements. As a result none of these new potential sources are competitive with the state of the current developer to complete the Deep Speak prototype development. None of these new potential sources have existing technologies that match what the current developer has developed under the first two phases of this program, nor could they create the prototype system without significant cost increase or schedule impact. The DARPA Program Manager and his SETA specialists have been closely monitoring technical developments and research in this area, largely through personal interactions with developers and academic communities as well as participation in relevant technical conferences such as the IEEE International Conference on Acoustics, Speech, and Signal Processing and various military and civilian communications conferences. It is DARPA IPTO position that none of the new sources have the required unique expertise in demonstrating Deep Speak technologies without duplicating initial research efforts. Any other source than the current developer would fail to capitalize on the initial investment, potentially leading to schedule delays to get to the same technology status that the current developer already possesses in this area. It is anticipated that such an effort would also result in duplication of costs that would not be recovered through competition and could introduce additional risk in meeting the program's requirements. Therefore, there is no competition anticipated for this acquisition that would be both more cost effective and technically superior than the current developer. No commercial item in the marketplace can meet Deep Speak requirements. Consequently, based on this DARPA IPTO experience and expertise, the current contractor is the only source that can meet the Governments requirement.
