Description
The Deschutes National Forest anticipates advertising for an Integrated Resource Service Contract (IRSC) for Stewardship activities on the Sisters Ranger District. This project is intended to improve forest health and sustainability by promoting the development of fire resilient old growth forest stands, diverse riparian forests, aspen stands, meadows, and large trees. An additional purpose of this project is to fulfill the goals of the partnership to collaboratively build trust and break barriers to achieve ecosystem, community, and economic values. All work will be done with track laying, wheeled, or other ground disturbing equipment and will have to be done over the snow or frozen ground (or some combination of both) to reduce the amount of disturbance to known sensitive plant populations across the project area. The resulting contract will be awarded as an Indefinite Delivery-Indefinite Quantity (IDIQ) contract with task orders being placed for the following activities: timber removal, stand cleaning/thinning, mechanical fuels reduction, removal of conifers, snag and down wood management, piling of fuels, road maintenance, and sub-soiling. The estimated volume for timber removal is 3800 CCF and the total value of the contract (product removal + service work) is estimated between $500,000 - $1,000,000. All forest products removed will be scaled and there will be no escalation associated with the products. The period of performance could potentially be a total of 10 years to meet ground conditions (5 Year Base + 5 Option Years) with work estimated to commence November 1, 2008. All Solicitation documents and relative attachments will be available on this website on or around July 7, 2008 with offers due approximately 30 days later.
