- Description
- A sole source procurement is contemplated with Santa Barbara Infrared, Inc (SBIR), 30 South Calle Cesar Chavez, Suite D, Santa Barbara, CL 93103. AFRL/RWG desires to develop a 1024 x 1024 cryogenic emitting array device with operational performance down to 50K operating temperatures for providing interactive infrared images to seekers in hardware-in-the-loop facilities. The emitter array will have the following additional characteristics; radiometric apparent temperature maximum of 650 K (MWIR) and 500 K (LWIR), temporal response from 10% to 90% of full radiometric output in 5 milliseconds (MWIR at 80K operating temperature) and 90% to 10% of full radiometric output in 4 milliseconds (LWIR at 80K operating temperature), droop of less than 1% radiometric output over 20 milliseconds, spec-compliant at operational temperatures between 50 K to 80 K and non-spec compliant operation at 300 K, and raster (goal) and snap-shot frame update modes. SBIR will develop the cryogenic emitting array device by scaling-up the proven Optimized Array for Space-Background Infrared Simulation (OASIS) 512 x 512 design. SBIR is uniquely qualified for this effort since they own the exclusive license from Honeywell for their emitter technology. The implementation of this technology required SBIR to conduct an exhaustive search of domestic and foreign micro electro-mechanical systems (MEMS) foundries for the ideal emitter foundry. The search was followed by validation runs at Honeywell, transfer of emitter technology process, and finally validation runs at the new foundry. The Ombudsman does not diminish the authority of the program manager or contracting officer, but communicates contractor concerns, issues, disagreements and all recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or the source selection process. Matters of routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman, but rather to the contracting points of contact identified above.
