Description
This Pre-solicitation replaces the previous notice number NCNJ5000-8-34265 under which no award was made. All firms wishing to be considered for this announcement must submit a new quotation. The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), Navigation Services Division intends to procure the services of a contractor to construct quantitative survey, collecting trend information from United States nautical chart users regarding their satisfaction of NOAA's navigation products and services. Details regarding this requirement are listed in the attached Statement of Work titled, '2008 Nautical Charting Customer Satisfaction Survey' (revision 1). The information set forth in this Pre-Solicitation notice is an advanced copy of NOAA's Request for Quote (RFQ) that becomes final unless otherwise modified before the response date. This requirement is a total small business set-aside. The applicable NAIC code is 541910. The resulting purchase order shall be negotiated on a firm fixed price. The Government's estimated cost for this requirement is not expected to exceed $30,000.00. The award shall be made on a best value basis. Best value evaluation factors include the following: 1) Technical Approach -- The likelihood of effectively meeting the requirements; 2) Past Performance -- The relevance and quality of prior performance; 3) Personnel -- Key personnel with tailored resumes showing education, experience and other relevant information and 4) Price -- The amount, realism and consistency of the evaluated price. The evaluation shall be based on use of the adjectival scheme as follows: Outstanding (O) -- Conspicuously striking in eminence; Good (G) -- Beneficial and worthwhile; sound and valid; Adequate (A) -- Reasonably sufficient and suitable; Marginal (M) -- minimally suitable at the lower limit. This solicitation document and incorporated clauses are those in effect through Federal Acquisition Circular Number 2005-24. The provisions and clauses may be downloaded at http://arnet.gov/far. The following provisions and clauses shall apply to this solicitation: FAR 52.213-4 Terms and Conditions - Simplified (Other than Commercial Items) (Feb2008), 1352.239-73 Security Requirements for Information Technology Resources (DEC 2006), 52.243-1 Changes -- Fixed Price (AUG 1987) - ALT I (APR 1984), 1352.239-72 Security Processing Requirements for Contractor/Subcontractor Working on a Department of Commerce Site (Low Risk Contracts) (December 2006). All interested contractor must be actively registered in the Central contractor Registration (CR) at the CCR website (www.ccr.gov). All responsible sources may respond to this solicitation with a quotation addressed to the Contract Specialist, Shirley L. Johnson no later than 12 Noon (EST) Thursday June 26, 2008 electronically at shirley.l.johnson@noaa.gov, fax to (301) 713-0806, or mail to DOC/NOAA/AGO, 1305 East West Highway, Rm. 7618, Silver Spring, Maryland 20910. The Government reserves the right to make a single award, multiple awards, or no award as a result of this RFQ. It is the responsibility of the contractor to confirm NOAA's receipt of quote.
