Description
Description The Navy's Propulsion Systems Evaluation Facility seeks to obtain market research information on the Temperature-Altitude-Humidity (TAH) Environmental Test Chamber. Any resultant contract, if any is made, would be Firm Fixed Price. This market research is for informational purposes only and should not be construed as a commitment of any kind. Any information received, in whole or in part, may be used to develop an acquisition strategy for the proposed requirement. Responders will not be reimbursed for any information received, and are encouraged not to provide proprietary data or business sensitive information as any information received may be used by the Navy and /or released to the public. Responses will not be returned and no evaluation of the responses will be provided; however the Navy will provide feedback via written letter as soon as practical after the closing date of the synopsis. The main purpose of this Sources Sought is to gain a better understanding of existing industry products and capabilities, including a budgetary estimate to buy and maintain any system that might be presented by industry. The Temperature-Altitude-Humidity (TAH) Environmental Test Chamber in the Electrical and Environmental Evaluation Laboratory located in Building 1461, Room 130, Naval Air Warfare Center Aircraft Division, Patuxent River, MD will be used to provide controlled environments during testing of Naval aircraft, shipboard, and ground electrical or mechanical components and systems. Such testing includes Mil-Std 810 and MDC A4241 test methods as well as other Mil-Std and commercial temperature, altitude, and humidity specifications. Testing results are used for Naval qualification, safety of flight, flight worthiness, and other evaluation programs. The Navy is primarily focused on seeking suitable commercial off the shelf and/or non-developmental items that could be easily modified to meet Navy requirements. Information on capable sources is sought for the following requirements: BASIC CONCEPT OF OPERATION: The Specifications for the chamber are defined in the Statement of Work (SOW) (11 pages total) which is attached in full text; including three Drawings for Chamber allowable floor space, laboratory access, and access port and electrical feed thru locations. Interested businesses are requested to submit the following information: Identify your Company’s equipment models that compliment the Temperature-Altitude-Humidity (TAH) Environmental Test Chamber throughout the entire range of minimum and goal requirements. Describe availability as to commercial-off-the-shelf or non-developmental equipment that requires minimum engineering/modifications to meet requirements. Include a company equipment brochure, specification sheet and a rough estimated cost and in addition, a brief response to the 1.0, 2.0, 3.0, 4.0, 5.0, 6.0, 7.0 and 8.0 headings. Interested businesses are requested to submit a Statement of Capabilities (SOC) (original plus 2 copies) within 15 calendar days of this announcement addressing requirements defined in the SOW. The preference for submittal is email to mary.broadhurst@navy.mil, however, hard copies may be mailed to the above address. The SOC is limited to 5 pages, single-spaced, 12-point font, Times New Roman. In addition to the SOC, include standard commercial warranty information and a Rough Order of Magnitude (ROM) for the presented system or systems, including the operating cost, maintenance requirements/schedules and any special hook up requirements. Descriptive literature and specification sheets are encouraged and are not included in the type written SOC limitation. Submitted information shall be unclassified. IMPORTANT: Provide your company business size and status under NAICS Code 334519 which, in accordance with the Small Business Administration, qualifies as a small business if there are 500 or less employees. This is not a Request for Proposal (RFP) and is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract.
