Description
This is the first pre-solicitation notice. Another notice will be issued again prior to the release of the solicitation and will be called the synopsis. The Federal Bureau of Prisons, Field Acquisition Office, located in Annapolis Junction, Maryland anticipates issuance of a solicitation for a roof replacement project at the Federal Correctional Institution (FCI-I Medium) located in Butner, North Carolina. The successful contractor shall provide all material, labor, equipment and expertise for the replacement of three existing roof systems (base bid) including a request for alternate bids for 3 additional existing roof systems, if awarded. The existing roof systems which consist of a 3-ply built-up system or a Ethylene Propylene Diene Monomer (EPDM) roofing system with 3/4" wash stone ballast are to be replaced with a new Styrene Butadiene Styrene (SBS) Modified Bitumen Roofing System. The estimated magnitude of this project is between $1,000,000 and $5,000,000. This project is a total 100% small business set-aside. The NAICS code for this requirement is 238160 which contains a size standard of $13 million. The period of performance for the base bid is 360 calendar days which commences after the contractor receives the Notice to Proceed. If any alternate or combination of alternates are accepted by the government, the period of performance for each alternate is 120 calendar days. Any contractor interested in obtaining a contract award with the Federal Bureau of Prisons must be registered at www.ccr.gov and http://orca.bpn.gov. Faith-Based and Community-Based Organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible. The successful contractor shall be responsible for all applicable federal, state and local taxes. No tax exemption certificate will be issued by the Federal Bureau of Prisons. The issuance of solicitation IFB BUX-0008 will be on or about July 18, 2008. The solicitation will be distributed through the General Services Administration Federal Business Opportunities web site at www.fbo.gov. Hard copies of the solicitation will not be available. The site provides downloading instructions. All future information about this acquisition, including amendments, will be distributed through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition.
