Description: PUBLIC ANNOUNCEMENT OF PUBLIC-PRIVATE COMPETITION IN FEDBIZOPPS D-OMB Circular A-76: Department of Defense Public-Private Competition of the Base Information Transfer Center (BITC) function performed by the Department of the Air Force located at 10 Air Combat Command (ACC) bases (Barksdale Air Force Base, Louisiana; Davis-Monthan Air Force Base, Arizona; Dyess Air Force Base, Texas; Ellsworth Air Force Base, South Dakota; Minot Air Force Base, North Dakota; Mountain Home Air Force Base, Idaho; Nellis Air Force Base, Nevada; Seymour Johnson Air Force Base, North Carolina; Shaw Air Force Base, South Carolina; and Whiteman Air Force Base, Missouri). In accordance with Office of Management and Budget Circular A-76 (Revised), Performance of Commercial Activities, May 29, 2003, this notice represents the formal public announcement and official start date of a public-private competition of the Base Information Transfer Center Function performed at 10 Air Combat Command (ACC) bases (Barksdale Air Force Base, Louisiana; Davis-Monthan Air Force Base, Arizona; Dyess Air Force Base, Texas; Ellsworth Air Force Base, South Dakota; Minot Air Force Base, North Dakota; Mountain Home Air Force Base, Idaho; Nellis Air Force Base, Nevada; Seymour Johnson Air Force Base, North Carolina; Shaw Air Force Base, South Carolina; and Whiteman Air Force Base, Missouri). The incumbent service providers affected by this public-private competition are approximately 39 of Department of Defense government personnel positions (0) of Department of Defense civilians and (39) of military, and (0) of Department of Defense private sector contracts. The preliminary planning baseline costs are available upon request. A streamlined competition will be conducted in accordance with the revised circular. The solicitation will be issued at a later date. Prospective private sector and public reimbursable service providers are encouraged to respond to the solicitation. The Department of Defense Competitive Sourcing Official is Mr. Alex A. Beehler, Acting Deputy Under Secretary of Defense (Installations and Environment). The Department of Defense Component Competitive Sourcing Official for Air Force is Lieutenant General Richard Y. Newton III, Deputy Chief of Staff, Manpower and Personnel.
