Description This is a Request for Information (RFI) related to the RFI posted in November of 2007, for the same purpose. To ensure all interested parties have complete information about the organization and potential need, the content of the previous RFI is included below in addition to new information. ************************************************************************ PLEASE NOTE: For the purposes of this RFI, 'off-the shelf' is defined as: (1) a web-based application that can satisfy the functionality stated in the RFI, and is currently available in the commercial market place or has been developed and implemented by the commercial sector for the government OR (2) a web-based application that can satisfy the functionality stated in the RFI with some minor modifications; i.e. the application is currently available in the marketplace and/or has been developed for the government and can satisfy the capabilities described in the RFI with some minor modifications, developmental or otherwise. Off the shelf DOES NOT include any systems that have not been developed, tested, or are not already in use by either a commercial or government entity. The government is not seeking a development effort. ************************************************************************ The DoD LSS Program Office is seeking market capability statements, no longer than 15 pages in length, which provide insight into commercial capabilities to enable visibility and alignment of improvement efforts across the DoD enterprise using web-based tools. Areas of focus are the ability of product(s) to address: (1) strategic linkages between organizational objectives and improvement projects; (2) organization management via a strategic value hierarchy; (3) executive visibility of status, benefits, risks, savings and top-down driven metrics; (4) manageable and configurable templates based on best practice methodologies (.e.g Lean Six Sigma, Business Process Re-engineering, Business Genetics and Theory of Constraints, to name a few); (5) ability to set and track metrics for both financial and operational factors that portray our enterprise key performance indicators to effectively measure outcomes; (6) role based division of labor that allows leaders the ability to define what information is accessible to specific users; (7) project management tools that enable milestone review upon creation of project charters and templates; (8) ability to collect, rank prioritize improvement projects based on risk, reward, importance, and strategic value; (9) sharing of ideas, best practices, issues, online discussion, knowledge management, lessons learned; (10) document management and risk management; (11) scalability; (12) training management; (13) user and administrator tool training; (14) timeline and resources required to implement tool onto DoD networks; (15) hardware and software infrastructure required to operate tool in test, development, production, and recovery conditions, and; 16) help desk/customer service approaches. Market capability statements should not only address the capabilities of the tool itself (as identified above), but also include skill mix and level of effort estimates required to support the tool during its lifecycle. In addition, interested parties are requested to complete the below questionnaire and include it as a part of their submission. Functionality will not be considered available in products when hollow screen shots that do not reflect live systems are provided. The information requested in this RFI will assist the government in determining if the capability to meet their needs currently exists, and, if it does, in developing a Request for Proposal (RFP) with a clear Statement of Objectives (SOO) or Performance Work Statement (PWS). In addition, it will aid the government in identifying the appropriate procurement strategy and, based upon the responses, may result in a restricted solicitation.
