- Indefinite Delivery-Indefinite Quantity requirement to provide all labor, equipment, transportation, permits, testing, and incidentals necessary to provide Pre-Acquisition Environmental Data Base Search for potential NRCS easement acquisitions. The overall purpose of the Pre-Acquisition Environmental Data Base Search is to know the full range of “environmental issues and liabilities” associated with the parcel (s). The Agency requires identification of the environmental issues and liabilities with the parcel beyond those associated with Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) liabilities and petroleum products. These environmental issues and liabilities include, but are not limited to, those issues and liabilities under the Resource Conservation and Recovery Act (RCRA), the Safe Drinking Water Act (SDWA), the Clean Air Act (CAA), the Clean Water Act (CWA), the Toxic Substance Control Act (TSCA). These issues and liabilities include, but are not limited to, asbestos containing material, radon, lead-based paint, non-hazardous solid waste disposal areas, waste water disposal systems, drinking water systems, drinking water and/or other wells. The Government contemplates the award of possible multiple Firm-Fixed Price; Indefinite Delivery, Indefinite Quantity (IDIQ) type BPA resulting from the solicitation. Delivery will be to various locations within the United States. The initial contract period will be from the date of contract award to September 30, 2008 and the Government may, at its option, extend the contract by exercising each of four (4) one year renewal options. Work under each of the contracts will be subject to individual delivery/task orders issued by the State in need of service. All contractors must be registered in the Central Contractor Registration (CCR) database at http://www.ccr.gov. The CCR Customer Assistance Center can be contacted toll free at: 1-888-227-2423. The solicitation will be posted at this web site and available for downloading on or about July 7, 2008. Hard copies of the solicitation and any amendments will not be available for issuance. NO TELEPHONE REQUESTS WILL BE ACCEPTED. All responsible sources may submit an offer by close of business (4 p.m.) August 6, 2008, which shall be considered by the Agency. It is the contractor’s responsibility to check this site daily for any posted changes to this announcement.
