- Response Date: 03 JUL 2008 Description: Note: This special notice is also cross-referenced as INFORMATION SUPPORT SERVER ENVIRONMENT (ISSE) GUARD professional, administrative, and management support services. Additionally, the Government contemplates the use of NAICS Code 541511 Custom Computer Programming Services. This Notice does not restrict the Government regarding the ultimate acquisition approach that may be taken in the future. No telephone calls will be accepted requesting a bid package or solicitation. There is no bid package or solicitation at this time. This is a Request for Information, a market survey for written information only. The Government does not intend to award a contract on the basis of this request or to otherwise pay for the information provided except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. This announcement is issued for the purpose of the Air Force Research Laboratory (AFRL) seeking industry input regarding the best commercial practices for Information Support Server Environment (ISSE) Guard software enhancement, development, implementation, and support for the Air Force Intelligence Surveillance and Reconnaissance (ISR) Agency’s Combat ISR Office, the U.S. Intelligence Community, the U.S. Department of Homeland Security, U.S. Federal Law Enforcement Agencies, and existing ISSE user sites at approximately 150 locations. This effort supports Air Force efforts in providing commands with required Cross-Domain ISR information and capability, when and where it is needed. This Inter-domain information sharing program will enhance the current ISSE Guard at the Unified and Major Commands and their subordinate units and maintain the current ISSE Guard sites. Software development, integration, deployment and maintenance will be provided for the ISSE Guard. It will be necessary to provide analysis, design, development, integration management, system and network administration/operation, technical documentation and testing to support the maintenance and evaluation of existing systems and of new development systems. In the course of performance, the contractor will interface with various agencies and commands throughout the DoD through electronic means and visits to various DoD and U.S. Intelligence Community sites worldwide. The contractor will also provide technical support to AFRL/Information and Intelligence Exploitation Branch (RIE) in the analysis, design, development, integration, testing and evaluation. Anticipated deliverables include software and technical documentation. Given this context, and based on your experience with similar work, we would like your company’s response to the following questions: 1. What do you think would be an appropriate contract type to use, and why? 2. What technologies (commercial or otherwise) are available that could apply to this program? 3. What performance objectives, performance standards, thresholds, and metrics should be used to allow for a reliable method for evaluating contractor performance, measuring performance outcomes, and providing contractor incentives for superior performance? 4. What would be considered effective contractor performance surveillance methods? 5. What are some effective commercial surveillance methods? 6. If a customer survey is used as a surveillance method, what would be some recommended customer survey questions? 7. What are the customary commercial business practices for procuring custom programming services in a fast-changing environment, where detailed requirements are not known in advance?
