Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 and 13.5, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number EA133C-08-RQ-0676 is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26. This procurement is a TOTAL SMALL BUSINESS SET-ASIDE. The associated North American Industry Classification System (NAICS) code is 562112 with a small business size standard of $11.5 Million. The National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), Center for Coastal Fisheries and Habitat Research, Beaufort, NC has a requirement for pick up and disposal of hazardous waste as described below in the Statement of Work. Item 0001: Quantity of two pick-ups (Dates to be coordinated between the Contractor and the Government Point of Contact.) Item 0002: Optional Line item to purchase up to two additional pick-ups at the same price as quoted in line time 0001. SCOPE OF WORK: The contractor shall furnish all the necessary personnel, material, equipment, services and facilities (except as otherwise specified) for the manifesting, bulking, packing, transporting and final disposal of chemical, biological, and medical waste generated by the Center for Coastal Fisheries and Habitat Research, Beaufort, NC. Period of performance is July 1, 2008 through December 31, 2008 and includes two (2) pick-ups. In December, 2005, NOAA's National Centers for Coastal Ocean Science (NCCOS) instituted an Environmental Management System (EMS) based on the International Organization for Standardization's ISO-14001:2004 EMS standard. (http://www.seco.noaa.gov/EMS/NOCCOS). The EMS requires all NCCOS facilities to conduct business in the most environmentally friendly manner possible, including the generation and disposal of chemical and biological waste. Therefore, the preferred method of disposal of generated waste is to recycle whenever possible, secondly disposal of chemical and biological materials using fuels blending by cement kilns where possible, and lastly by incineration. NO waste shall be disposed of by burial, ground injection, sent to land fills, or shipped outside the United States. All waste removed from the facility must be handled according to all applicable local, state, and federal regulations. REQUIREMENTS: 1. The Contractor, and any NCCOS approved subcontractors, shall be appropriately licensed, permitted, and insured for the transport and temporary storage of hazardous waste involved. The Contractor is to maintain a list of NCCOS approved temporary and final disposal sites for each category of waste. NCCOS reserves the right of refusal of any disposal site(s) or to request alternate disposal site(s). Only sites approved by NCCOS and NOAA Regional Environmental Compliance Officers will be allowed. Use of a disposal facility that is not on the Contractor's NCCOS approved list or the use of unapproved disposal methods shall be cause for termination and forfeiture of payment(s). For approval of a new temporary storage facility or final disposal site, a written request shall be submitted to NCCOS, CCFHR, Attn: Joseph Bizzell, at least six (6) weeks prior to intended use. All procedures involved with the disposal shall be in accordance with applicable local, state and federal policies, laws and regulations and the NCCOS EMS. The contractor will transport and dispose of individual miscellaneous waste as lab packs, filled according to hazard class and compatibility. The services shall include all personnel, equipment, labor, transportation, placarding, packaging, manifesting, temporary permits, analysis (if needed) and compilation and submission of all documentation including but not limited to properly prepared shipping documents, land bans, invoices, container inventory listing for each container, any consolidation information and information on where each container was shipped. Total quantities listed on manifests must accurately reflect compatibility and quantity of chemicals in a drum ( a combination of the weight of the container plus contents), not the capacity of the transport container. Liquid waste is to be listed on manifests by volume not weight. 3. Final disposal of appropriate bulk waste streams shall be as fuel by an NCCOS approved cement kiln. Final disposal of lab pack and other hazardous and nonhazardous waste are to be consolidated and disposed of at approved facilities by the following order of priority: recycled whenever possible, supplied a fuel for cement kilns, or fuel blended. Waste shall be incinerated when either of these disposal methods is not possible. Chemical waste is not permitted to be disposed of by landfill, deepwell injection methods, or at facilities outside the United States mainland. Waste from the NCCOS shall be sent only to NCCOS approved disposal facilities that are in full compliance with federal, state, and local regulations. 4. Contractor shall provide DOT approved drums and bulking of chemicals as needed. All activities shall be performed according to OSHA, RCRA, DOT, and other applicable Federal, State, and local regulations. The Laboratory shall not furnish any equipment or personnel in performance of the contractor's responsibilities under this proposal and subsequent contract. Additionally, NCCOS does not warrant that waste holding containers are suitable for transport in accordance with DOT regulations; the contractor will determine the need or container repacking or overpack needs based on the site visit. 5. Upon identification of required services, the contractor will be notified via telephone or email by a NCCOS laboratory Environmental Health and Safety (EH&S) contact to negotiate an anticipated pickup date, followed by a fax or email copy of the waste inventory to be removed. The waste shall be picked up within two weeks of notification. The contractor shall submit to the requesting EH&S contact a list of the applicable contract line items and typed waste manifest(s) specifying how each chemical will be packaged (drum type and size, and packed with what other chemicals), the final disposal facilities and methods of disposal one week prior to the anticipated pickup date. 6. Prior to removal of any waste from an NCCOS facility, copies of the current annual vehicle inspection and commercial driver's license and HAZMAT endorsement for the driver must be provided to the local onsite EH&S contact. This is mandatory for any vehicle used to remove waste from an NCCOS site. Waste will be not allowed to be transported from a facility until full compliance is met.
