Description
The National Cancer Institute (NCI), a division of The National Institutes of Health (NIH) plans to procure on a sole source basis the services and responsibilities of conducting the Combined Federal Campaign(CFC) of the National Capital Area for the NIH with Recreation and Welfare Association Incorporated. The supplies and services herein are being procured in accordance with the simplified acquisition procedures as stated in FAR Part 13.106-(b)(2). The North American Industry Classification code is 561499 and the business size standard is $6.5M. Period of Performance: It is anticipated that performance shall be for a nine month period from the date of award. Option: This contract will also have an option for one or two additional events. The requirements for the events will be similar to the events in the statement of work. Managing the logistics of a fundraising campaign for the entire NIH involves intricate logistics and knowledge of the art of charitable fundraising, alongside an adept understanding of NIH process, personal and working environment. The Recreation and Welfare Association is the only known source able to provide the required expertise and understanding of the required CFC activities in the NIH environment and culture. The Recreation and Welfare Association Incorporated is uniquely qualified for this contract and has a long history of conducting these activities for NIH. With out this knowledge a delay in completing all requirements for the campaign and the success of the program could be jeopardy. Recreation and Welfare Association Incorporated has performed this task for other institutes at the NIH and is uniquely qualified to perform this service for NCI. Recreation and Welfare Association Inc. has previous experience coordinating the complexities of the requirements of the NIH CFC such as overall agenda, security, transportation, parking, supplies, safety, charities, entertainment, as well as staff and volunteer coordination for the events. It is necessary that the vendor be able to meet and supply all of the above requirements not any one individual requirement. The Recreation and Welfare Association Inc. has a unique relationship with the NIH in that they are already situated to establish liaisons with property management, security, and other personnel. Furthermore, this organization is the employees’ organization in the sense that it organizes events and activities in other areas for employees, and the organization is easily recognized by all employees at NIH – this enables events to be planned quickly and receive outstanding attendance as required for the CFC campaign. This is not a request for competitive quotation. However, if any interested party believes it can perform the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other furnished information must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform this requirement. An original and one copy of the capability statements must be received in the contracting office by 11:00 AM ET July 3, 2008. Faxed and E-mailed capability statements are not authorized. Questions must be submitted in writing to Caren Rasmussen, Contracting Officer at Rasmussc@mail.nih.gov or by fax 301-402-4513. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive and award, contractors must be registered and have valid certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA).
