Description
This is a pre-solicitation announcement. This is NOT and invitation for Bid (IFB), Request for Proposal (RFP), or a Request for Application (RFA) and in no way obligates the US Government to award a contract or cooperative agreement. However, potencial sources that may be interested in this competitive process are requested to mail, fax, or e-mail their interest to the contact address. The United States for International Development (USAID) plans to support a new program that seeks to strengthen the Justice Sector Development in Afghanistan. The purpose of the Justice Sector Development Program (JSD) is to continue and expand efforts to increase both the human and physical capacity of the justice sector in Afghanistan through the provision of technical assistance and support. Specifically, JSD will work principally with the Supreme Court to increase its institutional capacity in Kabul, and expand efforts to extend support to the provincial and district courts. JSD will also work closely with law and Sharia faculties to reform, modernize and increase their capacity to produce the next generation of legal professionals capable of sustaining reform efforts. Working with the Supreme Court, Ministry of Justice (MoJ) and others, justice sector institutional capacity will be increased and access to justice will be enhanced for the citizens of Afghanistan. USAID/Afghanistan encourages qualified offerors to submit thoughtful and innovative approaches that have a high potential for achievement of the project objectives. We anticipate issuing RFP 306-08-024 o/a June 21, 2008. Proposals due date will be approximately August 7, 2008.
