Description
This synopsis is to announce that the Warner Robins Air Logistics Center (ALC), Robins AFB, GA, intends to solicit engineering services for the development of a retrofit kit to address obsolescence and reliability issues for the AN/AVQ-20 Heads Up Display (HUD) Display Unit used on the F-15A-D Aircraft. The kit will use the latest technology to replace obsolete and low reliability components. The retrofit kit will use the existing HUD chassis, HUD optics, and shall not affect the present HUD Signal Data Processor or Operational Flight Program. Four pre-production prototypes will be delivered for qualification testing. Acquisition will be a firm fixed price contract. Solicitation FA8538-08-R-21059. Anticipated solicitation issue date will be 07 Jul 2008 and anticipated response date will be 30 days thereafter, e.g. 06 Aug 2008. Offerors shall prepare their proposals in accordance with mandatory, explicit and detailed instructions contained in the RFP. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with full and open competition. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Offers will be evaluated using a Performance Price Trade-Off with technical factors, as described in the RFP. This acquisition may/does involve technology that has a military or space application. The only US contractors who may participate are those that are certified and registered with DLSC (1-800-352-3572) and have a legitimate business purpose. US contractors must submit a copy of their current, approved DD Form 2345 with their request for solicitation. To request this certification, write to the Commander, Defense Logistics Services Center, ATTN: DLSC-FEB, Federal Center, Battle Creek MI 49017- 3084 and request a copy of Department of Defense Form 2345 or call DLSC at the above number. The solicitation/data package will be mailed to the data custodian identified in block 3 of the DD Form 2345. The extent of foreign participation has not yet been determined. MOU country sources must contact the Contracting Officer within 15 calendar days of the date of this synopsis notice to receive a copy of the solicitation at the time it is initially issued. Issuance of the RFP will not be delayed to review requests from MOU country sources received after 15 days or from non-MOU country sources. Nothing in this notice contradicts other restrictions, identified in the synopsis notice or solicitation, regarding eligible sources (e.g., if this is a small-business set-aside, foreign sources may not participate as potential prime contractors but could, if otherwise eligible, participate as subcontractors). (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (c) If resolution cannot be made by the contracting officer, concerned parties may contact the Center/MAJCOM ombudsmen, ALAN MATHIS at 478-926 -4028, email ALAN.MATHIS@ROBINS.AF.MIL. Concerns, issues, disagreements, and recommendations that cannot be resolved at the MAJCOM/DRU level, may be brought by the concerned party for further consideration to the Air Force ombudsman, Associate Deputy Assistant Secretary (ADAS) (Contracting), SAF/AQC, 1060 Air Force Pentagon, Washington DC 20330-1060, phone number (703) 588-7004, facsimile number (703) 588-1067. The RFP will be posted to the Federal Business Opportunities webpage (http://www.fbo.gov/). The technical data required to respond to the RFP may be obtained at the FBO webpage.
