Description
The NASA/Johnson Space Center, Orbiter Project Office (OPO) has a requirement forthe Space Shuttle Program (SSP), Orbiter Mission Support Impact Testing and Analysiseffort. The planned period of performance for the contract is October 1, 2008 throughDecember 31, 2010. The OPO requires a call-up capability for Thermal Protection System(TPS) impact testing during Space Shuttle missions if the OPO Manager determines suchdata would assist in the safety assessment of the ongoing mission. The OPO may elect toperform testing post-landing in support of in-flight anomaly (IFA) resolution.Thecontractor shall provide facilities capable to performing debris impact testing. Thisincludes maintaining test equipment for rapid call-up during Space Shuttle missions asneeded. The contractor shall also perform TPS impact testing and analysis when directedvia technical directions by NASA Contracting Officer Technical Representative (COTR). NASA/JSC intends to purchase the items from Southwest Research Corporation (SwRI) on asole source basis. SwRI has the testing and analysis resources available at this timeto complete all of these tasks in support of the SSP. SwRI's facility has a fullcomplement of barrels, launchers and refined techniques to launch simulated ascent debristo the range of velocities that the Orbiter program requires. SwRI has demonstrated thecapability to launch foam impactors exceeding Mach 3 in ambient atmosphere. This enablestesting of full scale Orbiter TPS under realistic ascent conditions. The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort through email to the points of contact not later than 4:30 p.m. local time on July15, 2008. A determination bythe Government not to compete this proposed effort on a full and open competition basis,based upon responses to this notice, is solely within the discretion of the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
