- The Department of Commerce National Oceanic and Atmospheric Administration (NOAA)/National Marine Fisheries Service, Center for Coastal Fisheries and Habitat Research (CCFHR), Beaufort, NC is issuing notice of intent to negotiate a sole source procurement with the University of North Carolina at Wilmington. The period of performance is July 15, 2008 through July 14, 2009. This requirement is to provide scientific expertise and technical support for genetic analysis of adult black seabass utilizing Amplified Fragment Length Polymorphism (AFLP) techniques. The analysis will determine: 1) whether black seabass from north and south of Cape Hatteras North Carolina come from genetically distinct populations; 2) the geographic extent of mixing between stocks north and south of Cape Hatteras using the AFLP fingerprinting techniques: and 3) provide NMFS with a comprehensive written report at the conclusion of the analyses detailing the findings of the research. Tissue samples and otoliths will be collected from 15 black seabass from up to 10 different geographic areas along the southeastern United States. Areas being considered for sampling are: Massachusetts-Cape Cod area Rhode Island-Connecticut area New Jersey Delaware Bay Virginia North Carolina north of Cape Hatteras North Carolina south of Cape Hatteras South Carolina - Georgia NE Florida (north of Cape Canaveral) NW Florida The University of North Carolina at Wilmington is the co-principal investigator with NOAA on this project and will have sole access to the samples collected from the various populations in this study. The statutory authority is 41 US 253(c)(1), Only One Responsible Source. The government intends to award a firm-fixed price purchase order for this requirement. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302(c)(1). The applicable NAICS code is 611310. Interested parties may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Responses shall be submitted by 11:00 a.m. Eastern Standard Time July 7, 2008. This notice of intent is not a request for competitive proposals.
