- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This synopsis/solicitation is a Request for Quotation (RFQ), Solicitation No. DTFH70-08-Q-00012, being issued by the Federal Highway Administration, Simplified Acquisition Department with an intent to procure structural plate horizontal elliptical galvanized steel pipe and fasteners along with sediment retention sills to be delivered and offloaded in the Gifford Pinchot National Forest in the State of Washington, on or about August 1, 2008. This solicitation is prepared in accordance with FAR Part 12, the acquisition of commercial items in conjunction with the policies and procedures for solicitation, evaluation, and award as prescribed in FAR 13, Simplified Acquisition Procedures. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-26. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is UNRESTRICTED. The North American Industry Classification System (NAICS) code is 331210 with an industry size standard of 1,000 employees. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming with the solicitation will be most advantageous to the Government. It is contractor responsibility to be familiar with applicable clauses and provisions. FAR Provisions and Clauses may be viewed and/or downloaded from http://www.arnet.gov/far/. Once this combined synopsis/solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents. Description of Requirement: ITEM 1: Structural plate horizontal elliptical galvanized steel pipe and fasteners. Span 14 ft. 11 inches; Rise 11 ft. 2 inches; Metal type Galvanized Steel. Furnish structures and assembly fasteners for connecting plates conforming to AASHTO M 167 for the sizes and types specified. Minimum Metal thickness 0.140 inches; Corrugations 6 inches x 2 inches; Step Bevels 1:1 3/4 (vertical: horizontal) step height to conform to manufacturers recommendations. Product Certifications Required. QUANTITY: 94 ft ITEM 2: Sediment Retention Sills (SRS) each consisting of a 14 ft 11 inch wide x Ό inch thick A36 steel plate. Each A36 steel plate will have a 34 inch center height and a 48 inch height at the sides (1:6 (vertical: horizontal)). Triangular gussets, 1:1 (vertical: horizontal), 11 1/3 inch vertical height x 1/4 thick A36 steel plate. Ύ inch bolts and nuts conforming to ASTM A-449 and A-153. Product Certifications Required. QUANTITY: 21 each ITEM 3: Delivery and offloading on or about August 1, 2008. Price to include equipment to offload, stockpile & secure/block load. Pipe will be delivered to a locked area. Location: Gifford Pinchot National Forest on Forest Service Road 90 at Pine Creek, approximately 10-15 miles east of Cougar, WA. THE FOLLOWING FACTORS SHALL BE USED TO EVALUATE OFFERS: price and ability to meet delivery date. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offers specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
