Description
The US Geological Survey intends to negotiate on a sole source basis with University of New Mexico, Earth Data Analysis Center for production of 10-meter Digital Elevation Data to complete coverage over the State of New Mexico. This procurement is being conducted under the Simplified Acquisition Procedures (SAP) FAR Subpart 13. The proposed action is for services for which the Government believes that there is only one responsible source and no other vendor will satisfy the agency's requirement. The following Justification for Other than Full and Open Competition has been prepared in support of this acquisition: The U.S. Geological Survey, (USGS), Central Region Geospatial Information Office, Central Region NSDI Partnership Office, requests award of a non-competitive procurement to the University of New Mexico, Earth Data Analysis Center (EDAC), for the collection of 10 Meter Elevation Digital Terrain for 681 quadrangles in New Mexico. This will complete statewide coverage with a consistent Elevation Digital Surface Model. The University of New Mexico, EDAC, is collaborating with The U.S. Army Corps of Engineers to provide the State of New Mexico with an updated Elevation Surface Terrain. This process is providing an autocorrelated surface terrain model for the whole state. This project is to complete the state coverage with a remainder of 681 quadrangles. This updated Digital Elevation Model (DEM) will replace an older DEM that was completed for New Mexico 15 years ago. The new 10 meter DEM will be completed with modernized technology and processing software. This project will be contracted with the Army Corps of Engineers as a contract extention under the umbrella of a previous contract. This project would be expensed under the negotiation of the original contract saving the government considerable cost and eliminate any time delay. Firms who feel that they can furnish the required services described above and provide considerable cost sharing are encouraged to identify themselves and give written notification to the Contracting Officer. Those firms believing they can provide similar services must provide supporting evidence that they can furnish the services identified above in sufficient detail to demonstrate the respondent's ability to meet the stated requirements. This notice is not a request for competitive quotes. The Government will consider all responses received within 10 days of the date of publication of this notice. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Inquiries will only be accepted by e-mail at ldhayes@usgs.gov. Responses should include the firm's Dun and Bradstreet number (DUNS). Firms should identify themselves as either small business, or other than small business, in accordance with the size standard for North America Industrial Classification System (NAICS) Code 541360 which is $4.5 Million per year averaged over last 3 years.
