Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Quotes are being requested and a written solicitation will not be issued. The Internal Revenue Service Atlanta Georgia is soliciting for Grounds Maintenance Services at the Internal Revenue Service Center, (CIRSC) Located at 201 W Rivercenter Blvd, Covington, KY 41019 This Request for Quotes (RFQ) is being issued under Solicitation No. D8D923DEL09. This procurement is being done pursuant to NAICS code 561730 with a small business size standard of $6.5 million, Information on size standards and small business classifications may be found at the Small Business Administration website www.sba.gov Evaluation will be Lowest Price- Technically Acceptable. Offeror s are required to return a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications- Commercial Items, with its offer. The clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition, the clause at FAR 52.212-5, Contact Terms and Conditions Required to Implement Statutes or Executive Orders- Commercial Items applies to this acquisition. The contractor must be registered with Central Contractor Registration (CCR) register at www.ccr.gov, prior to award of contract. Full text of a clauses may be accessed electronically at this address: www.arnet.gov/far The Period of Performance: Base Period 10/01/2008 – 09/30/2009 Option Year I: 10/ 01/2009 – 09/30/2010 Option Year II: 10/01/2010 -09/30/2011 SCOPE OF WORK: The Contractor to provide lawn care maintenance services at the Cincinnati Internal Revenue Service Center CIRSC, Located at 201 W. Rivercenter Blvd. Covington, Kentucky 41019. The property boundaries encompass approximately 22 acres. Within these boundaries, there are approximately 9 acres of buildings; 9 acres of parking; 2.5 acres of grass; 55,673 square feet of sidewalks; 1,843 square feet of flowerbeds; and 6,695 square feet of hedges/shrubs. Landscaping grounds of the CIRSC to be properly maintained in order to present a well-groomed appearance at all times throughout the year. DESCRIPTION OF WORK 0001 CUTTING / MOWING OF GRASS: Mow all lawns and trim grass growing along sidewalks, shrub beds, buildings, and other structures, to maintain a height between 2-3 inches. Grass clippings shall be raked, collected, and disposed of offsite after each mowing. Sidewalks should be swept or vacuumed free of any resulting dirt and debris. 0002 GRASS TRIMMING AND EDGING: The lawn areas shall be neatly edged and trimmed along all borders, walks, curbs, driveways and sidewalks so that it is even with the sidewalks and curbs; also, around landscape timbers, and in between grass and gravel beds in the courtyard area. Joints and cracks in paved areas shall be kept free of vegetation, to maintain a neat appearance. 0003 TREES AND SHRUBBERY TRIMMING: All trees and shrubbery shall be trimmed as often as necessary to present a neat and well-groomed appearance. 0004 GROUND COVER MAINTENANCE: Ground cover shall be kept trimmed, thinned and edged. Grass and weeds should not be permitted to grow above the ground cover; therefore, ground and planted areas should be weeded to maintain a consistently neat appearance. All ground cover plants shall be kept trimmed from borders, sidewalks, and/or parking areas. All weeds, trimmings, etc. shall be removed immediately from the work site. 0005 WEEDING PLANTER AND SHRUBBERY BEDS: 0006 REMOVAL OF DEAD OR DISEASED TREES AND/OR SHRUBBERY: 0007 SHRUB AND TREE MULCH: 0008 LAWN SPRAYING, PESTICIDES, INSECT & PEST CONTROL: 0009 FERTILIZATION Grass & Shrub Fertilization: to promote a healthy color and appearance. Any additional services are to be used to satisfy the Government's short-term nonrecurring needs for grounds maintenance not covered under the (basic) services stated above. Should a continuing need for additional services arise, a contract modification will be negotiated pursuant to the "Changes" clause contained in this contract under Far 52.212-4. Orders for additional services are to be placed in writing by the Contracting Officer or the COTR based on a firm-fixed negotiated prices. The Government reserves the right to unilaterally modify the contract to increase or decrease the "Not to Exceed" amount for Additional Services established in the purchase order. RESPONSIBILITIES OF THE CONTRACTOR The Contractor shall provide all labor, management, supervision, equipment, services and supplies necessary to provide the required services to maintain all trees, shrubs, ground covers, flowers and lawn areas in a healthy, attractive, and safe condition. The Contractor shall also remove and replace all dead or diseased trees and shrubbery, and re-sod/replace grass as needed and/or determined by the COTR. Services shall also include the proper clean-up and off-site disposal of all clippings, pruning, etc., generated in the process. All work shall be performed in a professional manner within the standards of the industry using quality equipment, methods and materials. The contractor shall provide the COTR in advance an anticipated monthly schedule of work that needs to be performed. COMPETENCY OF CONTRACTOR PERSONNEL All services under this contract shall be performed by skilled personnel directly employed and supervised by the contractor. No foreign materials or non-United States citizens shall be utilized to perform any work required by this contract. Should contractor personnel changes occur during the term of the contract, the Government requires services to be of a sustained superior performance. LICENSES, PERMITS AND INSURANCE The contractor shall obtain and maintain at his/her own expense all necessary licenses, permits and insurance, and shall conform to all laws, regulations and ordinances applicable to performance of the contract. Upon award, the contractor shall provide to the Contracting Officer proof of insurance coverage. PARKING Contracting personnel shall park in areas as designated by COTR. LIABILITY FOR INJURY OR DAMAGE The contractor shall not be held liable for any injury to Government personnel or damage to Government property arising from performance of contract services, unless such injury or damage is due to the fault or negligence of the contractor. FAILURE TO PERFORM INSPECTIONS AND SUBMIT REPORTS Contractor's failure to perform inspections and submit reports within the timeframe will result in monetary deductions being taken. Any exceptions to this requirement must be approved, in writing, by the Contracting officer or COTR. If verbal approval is given, written approval will follow within five (5) work days.
