Description
National Institute on Drug Abuse, Office of Acquisitions- Neurosciences, Station Support/Simplified Acquisition Branch, on behalf of the National Institute of Neurological Disorders and Stroke (NINDS), intends to negotiate on a FAR 12 basis and award a purchase order on a noncompetitive basis to Leica Microsystems Inc. 2345 Waukegan Road Bannock, IL 60615 for an upgrade to the 400 SP5 Resonant Scanner. The upgrade to the scanner is added as an external extension to the NINDS LSM controller. Three key components must be met: (1) The scanner must be able to guide the pulsed excitation light in the LSM controller (2) The scanner must be able to guide the fluorescence light out of the microscope (3) The scanner must be synchronize with data acquisition and the movement of the laser scanner in order to actually build the image. The upgrade is to the proprietary of Leica Microsystems. Leica is the only known source to meet the technical specifications. The acquisition is being conducted under the simplified acquisition procedures and is exempt from the requirements of FAR Part 6, Competition Requirement. The notice of intent is not a request for competitive proposals. A solicitation document will not be issued and proposals will not be requested. Interested parties may identify their interest and capabilities in response to this synopsis. The government intends to select the offer that represents the best value to the Government, price and all other factors considered. The determination by the Government not to proposed contract based upon response to this notice is solely with the discretion of the Government.
