Description
The U.S. Department of Energy, Idaho Operations Office (DOE-ID),intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) with Canberra Industries, Inc. 800 Research Pkwy, Meriden, CT 06450-7169, for commercial replacement parts for our Radiological Engineering Science Laboratory (RESL) alpha analyst counting system, used for alpha spectrometry measurements. The parts consist of twelve (12) Alpha PIPS Detectors; one (1) vacuum pump; and one (1) installation kit. As these are the only parts that are compatible with RESLs current Canberra Alpha Analyst System, it has been determined that, in accordance with FAR 6.302-1(a)(ii)(A) and (B), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This determination is based on the necessity for compatibility with the existing system and, since substantial duplication of cost to the Government could not be recovered through competition of another system of such highly specialized equipment. The cost of this acquisition is not anticipated to exceed $13,000. The NAICS is 334516. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, any firm that believes it can meet the requirements may give written notification prior to the response due date. Responses are required to be submitted before July 9, 2008, 3:00 p.m. Mountain Time. Responses shall be submitted via e-mail to surrusjk@id.doe and supporting evidence must be furnished in sufficient detail to demonstrate the ability to perform the requirements listed. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Telephone requests or inquires will not be accepted.
