Description
The Naval Air Systems Command, Naval Air Warfare Center Weapons Division (NAVAIR WD), China Lake, CA, 93555 anticipates issuing a Firm Fixed Price (FFP) contract utilizing this combined synopsis/solicitation, for a commercial item, prepared in accordance with (IAW) the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This acquisition is being conducted under FAR 13.5 test procedures for commercial items. This announcement constitutes the only solicitation. Price quotes are being requested and a written solicitation will not be issued. This is a Request for Quotation (RFQ). NAVAIR WD intends to procure, on an other than full and open competition basis, as a 100% Hub zone sole source set-aside award, per FAR subpart 19.1306(a)(1), the following item: (1) each, Scan Eagle Unmanned Aerial Vehicle (UAV) with an inertially stabilized electro-optical (EO) camera on a light-weight inertially stabilized turret system with communications range of over 100 km. UAV must be able to carry modular payloads and have the following specs:Wing Span 10.2 ftFuselage Diameter7 inLength 4 ft.Hold max fuel12.1 lbMax takeoff weight44 lbsMax horizontal speed75 knotsCruise speed48 knotsCeiling19,500Endurance 20 + hours This is a replacement item for NAVAIR WD. The government requires an immediate replacement of the commercially-available Scan Eagle Block D Unmanned Air Vehicle (UAV) in order to test a high-priority, rapid-integration payload developed by the Irregular Warfare Technology Office (IWTO). Scan Eagle Block D UAV is used to carry tactical payloads. Testing is delayed pending the immediate acquisition of a replacement UAV. Insitu is the only manufacturer of the Scan Eagle UAS. Payloads for IWTO rapid-integration project were designed specifically for this model of the Scan Eagle. The purpose of the test is to support ongoing efforts in the GWOT and is critical to ongoing operations.The solicitation document and incorporated provisions and clauses below are those in effect through Federal Acquisition Regulations (FAR) and Supplement (DFAR) as of 22 Apr 08, per Federal Acquisition Circular (FAC) No. 2005-25. 252.246-7000 - Material Inspection and Receiving Report. 5252.247-9509 - Packaging and Marking. ORCA is a web-based system that centralizes, standardizes, and moves the collection and storing of FAR level representations and certifications online. Reps & Certs are to be completed at least annually by vendors online through the ORCA portion of the Business Partner Network (BPN). If contractors are presently registered in Central Contractor Registration (CCR), they may go to www.bpn.gov/orca/ to activate their ORCA profiles.
